Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives needs a contractor to continue the Bureau?s Critical Incident Management System (CIMS) program. CIMS includes the periodic development and execution of crisis management training for ATF field division Crisis Management Coordinators, the development and execution of a minimum of two field training exercises (FTXs) each fiscal year, the development and implementation crisis management training for all ATF employees, as well as the planning and coordination of ATF?s participation in the Department of Homeland Security National Exercise Program. The contractor shall merge the CIMS principles, doctrines, and procedures as well as other crisis management theory and processes into ATF operational policies and procedures for response to critical incidents and major investigations. Specific requirements: 1. The contractor shall be an experienced, qualified subject matter expert in the field of law enforcement crisis management and the interagency counterterrorism response; 2. The contractor shall at a minimum, have at least five (5) years experience teaching crisis management ?related subject matter; 3. The contractor shall have at least five (5) years experience assigned to a federal law enforcement agency?s specialized unit responsible for crisis management response and training; and 4. The contractor shall have conceptualized, planned, and executed crisis management full scale FTXs that included agency and interagency exercises. This requirement is a set-aside for small business and the NAICS code is 611430 with a size standard of $6 million.
