- Description
- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI4107 and is being issued as a Notice of Intent (NOI)). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 561210, which has a size standard of $6 million. This procurement is to development of in-country capabilities in research areas of high public health importance is a major emphasis of the International Center for Excellence in Research (ICER) Program. While focused on clinical research in infectious diseases such as, but not limited to, HIV, TB, malaria, STDs, diarrheal diseases, respiratory diseases, and vector-borne diseases, each center will have the capacity to address a range of scientific research and training needs within its area of expertise. National Institute of Allergy and Infectious Diseases (NIAID) is looking for an institutional partner(s) in the Nigerian capital city of Abuja, as well as a site to establish a research center to develop the expertise and infrastructure to conduct clinical trials of new antituberculous treatment regimens and delivery systems in HIV-positive individuals. Zankli Medical Centre (ZMC) is a leading candidate for such a long-term role in conducting TB projects; ZMC has developed a unique 15-person research team that is identifying potential study subjects within eight participating hospitals throughout Abuja. The Health Care Worker team assembled operates closely with the Nigerian Ministry of Health and is the most effective group of patient identification, recruitment, and recording agents operating anywhere in Nigeria. The proposed research study to be conducted at ZMC will build the baseline capacity necessary to run a clinical evaluation of the effect of adjunctive metronidazole in addition to standard front-line antituberculars in the treatment of pulmonary tuberculosis. NIAID, in association with the ZMC, has initiated efforts to develop the physical and intellectual capacity necessary to conduct basic research and clinical trials of antituberculous agents. The majority of the services are to be provided at ZMC or one of the hospitals participating in its tuberculosis research projects. In order to accomplish the goals of the project, the following types of commercially available services are required but are not limited to: Medical Physician/Doctor Services, Nursing Services, Clinical Study Coordination Services Senior Scientific Services, Research Services, Medical Technology Services, Data Monitoring/Computer Support Services, Data Entry Services, and Other Related Services as necessary. The deliverables for this project will be divided into 3 reports as described; Report 1 to consist of copies of the IRB?s composition, registration, and by-laws; copy of the FWA registration; curriculum vitae for each Nigerian investigator; documents for initiation of the active case-finding study. Report 2 to consist of document training of study team in preparation for implementing GCPs; the host Institution will maintain a complete database for at least 300 subjects enrolled with active pulmonary TB. General medical information from these subjects without personal identifiers will be entered into a spreadsheet and submitted electronically in a NIAID-compatible format (on a CD or diskette) within one month of study completion, Draft final study report of the active case-finding study (Aim 2); Draft plan for managing toxicities from a study drug like metronidazole and procedures for adverse event reporting. Report 3 to consist of the final plan for managing toxicities and adverse event reporting in real time; final copy of an IRB-approved protocol for metronidazole study; final copy of informed consent forms; Final copy of approvals from local IRB; comments on NIAID-provided CRFs for use in the study. The government will award a fixed price purchase order to the responsible contractor.
