Description
The National Heart, Lung, and Blood Institute intends to negotiate, on a non-competitive basis, with Tulane University School of Public Health, 1430 Tulane Avenue Suite 29, New Orleans, LA 70112, to reformat data sets received from the completed clinical Bogalusa Heart Study (BHS). Through competitive procedures contracts were negotiated to perform clinical trails for various research initiatives. Upon completion of those clinical trails data sets were delivered which compiled research data for used by other researchers in their own research investigations. Due to recent concerns about maintaining the confidentiality of patient data compiled as a result of NHLBI?s clinical trails, the data sets are to be modified to allow use of the data without inadvertently unveiling patient identities. The initial research institutions possess a unique familiarity with the clinical studies, and will be able to reformat the data sets systematically removing personal patient identifying information in a short period of time. In order for NHLBI to meet the confidentiality requirements and to make the data sets available to the research investigators in a timely manner, an award to any other source for this requirement would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Background Information: The National Heart, Lung, and Blood Institute (NHLBI) has supported collection data from participants in numerous clinical trails and epidemiologic studies. These well-characterized population samples represent rare and valuable scientific resources. In order to take full advantage of such resources and maximize their research value, it is important that data collected with public funds be made available, under appropriate terms and conditions, to the largest possible number of qualified investigators in a timely manner. Under contact-supported studies, a limited access data set is required as a contract deliverable to the NHLBI. In selected circumstances, such data sets also may be required of studies supported by cooperative agreements or grants. In preparing data sets for releases the subject identifiers are removed. Variables that might lead to the identification of subjects, such as outliers, dates, and study site in the case of multi-center studies, are removed or collapsed into larger cells. Nevertheless, given enough information about an individual subject, coupled with publically available data, it may be possible to determine with reasonable certainty the identity of a particular subject. Therefore, the data are not truly ?anonymous? and are only provided to investigators agreeing to adhere to established polices for distribution. Recently we have become aware that the data sets received before 2000, do not protect subject confidentiality to the extent we require under current NHLBI policy. The purpose of this acquisition is to reformat the data sets from a selection of previously conducted clinical trials to meet current confidentiality and documentation requirements. The period of performance is not expected to exceed twelve (12) months from date of award. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 541710. This notice of intent is not a request for proposals. Interested parties may identify their interest and capabilities in responses to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
