Description
JPL SPACE INTERFEROMETRY MISSION (SIM) THERMAL VACUUM CHAMBER RFI The Jet Propulsion Laboratory/California Institute of Technology (Caltech/JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), seeks interest and responses for a large, ultra clean thermal vacuum chamber with vibration isolation for testing the interferometers in a simulated deep space environment. Only domestic chambers will be considered for this procurement. BASIC REQUIREMENTS for the chamber and staging areas are as follows: Intended Use: Optical TV Testing Orientation: Horizontal Desired Thermal Control Range: Minus 135 to Plus 135 C Required Chamber Dates: January 1 to June 30, 2009 Required Chamber Duration: 6 months Duration at Cold: 35 days Duration at Hot: 20 days Duration at ambient temp: 120 days Cleanliness: 10k Minimum Clearance--Length (ft): 45 Minimum Clearance--Width (ft): 25 Minimum Clearance--Height (ft): 25 Mass (Lbs): 10,000 Thermal Control: Cold to Hot Vibration Isolation for Test Article: Required Heatload: 4kw Bulkhead Penetrations: Data/Seismic Staging Area: Yes Pumping System: Cryo Highbay Pre-TV Use Dates: December 1 to December 1, 2008 Highbay Post-TV Use Dates: July 1 to August 1, 2009 Highbay Size: At least 4,000 sq. ft. Highbay Desired Cleanliness: 10k RFI QUESTIONS 1. Is your chamber available for the required period of time plus 30 days for schedule lag? 2. Are the highbay facilities available for the required period of time plus 30 days for a schedule lag? 3. Does your chamber facilities meet the SIM Requirements stated above? If there is any deviation from the SIM requirements please state what they are and how they may be overcome. 4. Are any modifications/refurbishment required of the thermal vacuum chamber? If yes, please provide a ROM estimate as to what the cost would be to bring the chamber up to SIM requirements. 5. Are any modifications/refurbishment required of the staging area/highbay? If yes, please provide a ROM estimate as to what the cost would be to bring it up to SIM requirements. 6. Please provide a ROM cost estimate for the use of your facilities for: (a) The entire period; (b) Per Day; (i) Chamber; (ii) Highbay; (iii) Provide a layout/sketch of your facilities, including but not limited to roads for ingress and egress, dimensions of doors for ingress and egress of the spacecraft. If possible, please limit your layout to an 11x14 sheet. 7. Please describe in table format the amenities of your staging area including the availability of an acoustics chamber and vibration test equipment. RESPONSES are due on or before September 15, 2004 at 3:00 p.m PDT. Please provide three (3) hardcopies and one (1) copy on CD-ROM format. Please do not include any elaborate brochures.
