Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to MiraiBio, Inc., 1201 Harbor Bay Parkway, Alameda, CA 94502, for the acquisition of a Luminex System paired with MaterPlex GT and MasterPlex QT software analysis software. MasterPlex GT (Genotype) and MasterPlex QT(Quantitive) has been developed by MiraiBio, Inc. and is paired with the Luminex System exclusively for the analysis of MultiPlex GT and MultiPlex QT data generated by the Luminex platform . MasterPlex GT is the only software specifically designed for the analysis of multiplex genotype data. MasterPlex QT is the only software specifically designed of multiplex quantitative data. The EPA has identified MiraiBio, Inc., the only vendor capable of satisfy the requirement. In order to ensure data compatibility and accuracy The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
