- Description
- This is a Request For Information (RFI) issued by the Department of the Navy, Fleet Industrial and Supply Center, Puget Sound Naval Shipyard (FISC, PSNS), located at Bremerton, WA 98314-5000. FISC, PSNS is in the process of preparing a procurement package to purchase for commercial items in accordance with the format in FAR Subpart 12.6. This RFI is for a procurement package for parts for an existing equipment Optical Spectrometer Mainframe. The NAICS code for this requirement is 334519 with a small business size standard of 500. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. The Government will not be obligated to pursue any particular acquisition alternative as a result of this RFI. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. It is anticipated that any solicitation resulting from this RFI will be subject to full and open competition. FISC, PSNS current requirements for a replacement parts are summarized below: 1. FT-IR spectrometer with FTIR microscope and accessories for analytical and research applications with platform for complimentary techniques including FTIR microscopy, gas chromatography-Infrared and Fourier transform-Ramen spectrometry. The FTIR must be compatible in form and function to an existing Nicolet FTIR spectrometer with OMNIC software for interfacing and data transfer of files and custom spectral libraries. The FTIR must also be compatible with hardware (Smart) accessories that are currently being used in the old system. The high-resolution Spectral Libraries required are: Aldrich Edition II Condensed Phase, Expanded Hummel Polymer, Polymer, Polymer Additives, and Plasticizers, Mineral, and Surfactants. The system must have an Attenuated Total Reflectance (ATR) design that allows the viewing of sample contact with the crystal. The optics must allow continuous viewing the sample during data collection. The dynamic alignment mechanism must be of an active design, making corrections to the relative optical path length and tilt angle of the interferometer arms. 2. The system is to be controlled and operated by a Windows XP compatible interface to be coupled with the microscope for automatic video image, stage control and operation, contour image and 3D displays. The following information should be provided in response to this RFI: 1. Price estimate for subject parts that meet listed requirements and warranty. 2. Evidence of ability to meet performance requirements listed in the paragraph above. 3. What is your company?s estimated lead-time for the delivery of the parts.
