- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The combined synopsis/solicitation number is W91CRB-04-T-0185. Requirement is for Caterpillar Spare Parts for the Government of Kenya. Requirement includes spare parts for the following Caterpillar machines: Shovel Wheel Loader, Track Exc avator, Compactor Roller, Scrapper, D6H Cat Dozer, D7H Cat Dozer, and 120 G Grader. Offerors can obtain a complete list of parts from the following ASFI website: https://acquisition.army.mil/. Click on Contracting Opportunities Search, then search for t he solicitation number, without dashes or spaces. Click on the link to the solicitation. At the bottom of the next page, click on the link to Attachments. Download the equipment list as a MS Excel attachment. Difficulties accessing the ASFI website should be directed to the ASFI team via e-mail at ASFI@redstone.army.mil. Offerors must use the spreadsheet to fill in their pricing and delivery. This is a Foreign Military Sales Requirement, FMS Case KE-B-BAT; purchase request BKE04N4189Y001. Delivery terms are F.O.B. Origin. Shipping will be arranged by the cognizant DCMA office; the vendor is not responsible for shipping charges. The vendor shall supply the contracting office with the location from where the material will be shipping. Exact delivery ins tructions will be provided with the contract. Offerors must provide a delivery schedule with their proposal. Desired delivery is within 60 days, however, offerors are encouraged to provide alternate delivery schedules if the 60 day delivery cannot be met . Partial shipments are acceptable, however, shipments shall be as consolidated as possible to avoid items being lost in transit. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 appl ies to this acquisition. Offers will be evaluated based on price and delivery schedule. While price is more important than delivery, award will be made to the offeror that provides the best delivery schedule for the best price. A completed copy of the p rovision at 52.212-3, Offeror Representations and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms a nd Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
