Description
NAICS Code: 334519 In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, Environmental Response Team (ERT) headquartered in Edison, NJ, with offices in Cincinnati, OH, and Las Vegas, NV is seeking to procure Portable Radiation Portal Monitors. This procurement request relates to EPA's mission and responsibilities in emergency response to uncontrolled releases of hazardous materials (radioactive contamination) and remediation of Superfund sites. ERT is currently procuring equipment and developing procedures to strengthen Agency capability to deal with potential radioactive contamination from significant accidental or terrorist incidents. Therefore, EPA is procuring four (4) portable radiation portal monitors to support these activities. They will be used to facilitate the decontamination of radioactively contaminated response personnel and their equipment. The portal monitors will be transported to the site of radiation incidents and used in the field as an integral step in decon lines. The contractor shall supply Portable Radiation Portal Monitors with the following features: (1) Plastic scintillation detectors for detecting beta and gamma radiation; (2) Capable of detecting gamma radiation in amounts less than 1.0 microcurie; (3) Sized to accommodate passage of response personnel wearing up to, and including, Level A protective equipment, including hand-held field survey instruments; (4) Portable in that it can be carried and shall not weigh more than 100 pounds; (5) Transportable in that it can be carried in commonly available commercial conveyances (utility vans, pickup trucks) and shipped by common carriers (Fed-Ex, UPS, etc.); (6) The ability to respond to gamma energy range of 60 Kev to 2.0 Mev; (7) An electronic controller that will allow for the adjustment of counting interval, radiation alarm level, background alarm level, upper and lower level discrimination, and date and time; (8) An occupancy sensor (preferably infra-red motion detector) which activates a measurement cycle when entered by personnel; (9) Clearly visible colored lights to indicate when the unit is active, when the measurement is below alarm levels, and when the measurement is at or above alarm levels; (10) A clearly audible alarm when alarm levels are exceeded; (11) Have a walk-through time of two seconds or less; (12) Powered by 90 to 260 VAC, 47 to 63 Hz, up to 50 VA, and operable on battery power for up to 40 hours of continuous operation; (13) Ability to remain fully operational in wet conditions and temperature ranges of -4 degrees F, to +110 degrees F; (14) Ruggedized and/or shock protected to withstand prolonged use in outdoor, field conditions; (15) Easily assembled in the field by no more than two people using simple hand tools; (16) Ability to meet FEMA Contamination Monitoring Standard for Portal Monitors (FEMA-REP-21). The portal monitors must be energy calibrated against Cs-137 standard, and calibration sheets shall be provided with each instrument. The contractor shall provide one (1) set of operating manuals for each portal monitor. The contractor shall provide its commercial warranty, not to be less than one (1) year on all parts, labor, and materials. Also included in the procurement is an option to purchase up to four (4) additional units within 1 year from the date of the purchase order. This procurement will be competed as a Total Small Business Set-Aside. The request for quotation should be issued around August 23, 2004.
