NA IF YOU HAVE ALREADY REQUESTED A HARD COPY OF THE SOLICITATION DOCUMENTS, YOU DO NOT NEED TO REQUEST THEM AGAIN. THE FIRST GROUP OF SOLICITATIONS WERE SENT OUT ON FRIDAY JULY 30th AND THE REMAINDER ARE BEING SENT OUT AUGUST 2, 2004. United States Department of the Interior Office of the Secretary National Business Center Washington, DC 20240 DATE:___________________ TO:________________________________________________________ RE: Solicitation NBCR04018 The United States Department of the Interior, Office of the Secretary, National Business Center, is pleased to invite prospective Offerors to submit proposals to provide collection of urine specimens and breath alcohol collections services. The NAICS code for this procurement is 621511. This is not a small business set aside. Offerors must submit their proposals in accordance with the instructions in Section L of the Solicitation. IMPORTANT NOTICE: The United States Department of the Interior will provide hard copies of the entire Solicitation documents, including attachments, to parties who request them. Requests must be made via e-mail only to the Contract Specialist, Marc MacKeigan, at: marc _ g _ mackeigan @ nbc.gov. Copies will be sent via overnight delivery service. You must provide the name of the person to whom the Solicitation is to be sent along with a complete mailing address (no P.O. boxes) and phone number. Due to the length of the document, only one copy will be provided. The Solicitation documents are being released as "DRAFT" documents. Prospective Offerors are requested to submit any questions, requests for clarifications, or comments via e-mail only to the Contract Specialist at marc _ g _ mackeigan @nbc.gov no later than 4:30 p.m. local time (Washington, DC) on Friday, August 13, 2004. The Department of the Interior will, upon receipt of questions and comments, review same and determine whether or not to make changes to the DRAFT Solicitation documents based upon feedback from prospective Offerors. The "FINAL" Solicitation documents, which may or may not contain any changes, will be posted to the FedBizOpps website no later than Friday, August 20, 2004. Offerors are strongly encouraged to work on their proposals prior to issuance of the "FINAL" version as though the DRAFT version is the same as the FINAL version. The Department of the Interior does not anticipate dramatic changes to the DRAFT Solicitation documents. The due date for receipt of proposals will remain September 7, 2004. Offerors shall submit an original and ten (10) copies of the "Minimum Requirements" document, an original and ten (10) copies of the Technical Proposal, and three (3) copies of the Price Proposal. Pricing information shall not be included in the Minimum Requirements section or the Technical Proposal. All proposals shall be submitted on 8-1/2" x 11" paper, one-sided and the sections shall be tabbed in accordance with Section L. Offerors must also submit an original, signed SF 1449 document and complete all information as required in the body of the document. The proposals, signed by an official authorized to bind the Offeror, shall be received by the United States Department of the Interior no later than 4:30 P.M. local time (i.e. Washington, DC), on September 7, 2004, at the following address: United States Department of the Interior Office of the Secretary National Business Center Acquisition Services Division MS- 1324 1849 C Street, NW Washington, DC 20240 Attn: Marc G. MacKeigan Prospective Offerors are cautioned against contacting the technical personnel of the United States Department of the Interior regarding this Request for Proposals prior to contract award. All communications with the United States Department of the Interior concerning this procurement must be directed to the Contract Specialist, Marc G. MacKeigan, or, if he is unavailable, to another Contract Specialist or Contracting Officer of the United States Department of the Interior, National Business Center. This procurement is being conducted under the provisions and requirements of Federal Acquisition Regulations ("FAR") Part 12- "ACQUISITION OF COMMERCIAL ITEMS", as well as other FAR parts as required and appropriate. It is the responsibility of all Offerors to check the FedBizOpps website (www.fedbizopps.gov) regularly to see if any amendments or modifications to this RFP have been issued. Once the "FINAL" version of the Solicitation documents has been posted to FedBizOpps, the United States Department of the Interior will not provide hard copies. Prospective Offerors must download all "FINAL" Solicitation documents from the FedBizOpps website. Due to heightened security at federal offices, it is recommended that you do not submit your proposals in person or via a local third-party courier service. If the person to whom your package is addressed is unavailable to receive your package in person, the courier will not be allowed to leave the package. Submission via USPS or recognized national and international delivery services such as UPS, FedEx, Airborne, DHL, etc. are recommended. Prospective Offerors are further reminded that they must register with Central Contractor Registration ("CCR") at www.ccr.gov to be eligible to receive a Government contract. PLEASE NOTE: All questions, comments, requests for clarifications, etc MUST be forwarded via e-mail ONLY to: marc _ g _ mackeigan @ nbc.gov. No telephone inquiries will be accepted. Written comments and questions provide less opportunity for your comments to me translated incorrectly and allow for them to be forwarded to other Department of the Interior personnel for response.
