- Description
- The Navy is conducting market research for academic skills software for Navy Sailors. The software shall consist of a curriculum containing English, mathematics, reading, and life skills. The curriculum shall be developed specifically for adult students, and should be presented in a logical sequence that builds upon basic concepts, reinforces appropriate training, and comprehensively instructs in the subjects from the second grade through 12th. For the purposes of this market research, it is not necessary that software be comprised of all four subjects nor cover all grade levels. It is requested that the software be on a standard CD, capable of operating in a standard Windows (XP or later) environment, on a laptop or desktop machine with a minimum of 256MB of RAM, in a standard CD drive (minimum X48 speed). Evaluation copies being requested at this time need not be LAN enabled; in a resultant solicitation this would be a requirement. The software is to be utilized on both standalone computers, and on ship or shore LANs. The software should be user friendly and student interactive. It should allow for an initial on-line assessment and automatic placement of the student at the appropriate educational level. The software should be free of typographical errors, with easy to read print, and should allow students to bookmark lessons so that they can return later to the same place. There should be a logical and apparent course structure, with mandatory portions or sequences of instruction readily identifiable, and capable of being bookmarked, so that students can bookmark lessons and return to the same place in the lessons for the next session. Touch points, screen options, student instructions and interactions and confirmation of selections and feedback should be consistent throughout the lessons so that the student interacts with the material being presented, not with the training system. Student should be branched to alternate paths, dependent upon performance needs, levels of experience or knowledge. The software should allow for placement test results and recommend student's track through the courseware. Lessons should be logical, well organized, and correctly sequenced with a comfortable amount of information presented in each lesson. The software should provide for testing, with challenging questions that go beyond simple recall of information or recognition. The following paragraphs summarize the requirements for each course: English skills - This course shall confirm, by demonstrated outcome measures, students can utilize appropriate skills relating to Standard English, sentence structure, paragraph organization, capitalization, punctuation, spelling and dictionary usage. Skills will also include demonstrated ability in writing concise declarative statements, preparing complete paragraphs, and arranging ideas logically, in narrative form. Mathematics skills - This course shall confirm, by demonstrated outcome measures, students can read, comprehend and apply, at a minimum, such mathematical concepts as whole numbers, decimals, fractions, percentages, ratios, proportions, graphs, measurements (including metric), geometry, and algebra. Reading skills ? This course shall confirm, by demonstrated outcome measures, students can read & comprehend, through the twelfth grade reading level, material in vocational, technical and scientific documentation commonly found in the Navy?s operational environment. This course shall include, as a minimum, skills in reading, comprehending, identifying, organizing, summarizing and explaining information read including main ideas, concepts and essential details, and explaining included graphic material. Life skills - This course shall provide the following topics: Budgeting and checkbook balancing, communicating with co-workers, supervisors & others, critical thinking skills, job interviewing skills, job search skills, resume writing, test taking skills, time management, and using consumer information (newspapers, classified ads, leases, contracts, directories, warning labels), and using dictionaries, books & other references. All evaluation copies will be returned to the contractor after analysis. It is also requested that contractors, along with their software, provide a suggested price list for the software, and submit any sales brochures, or other pricing information as determined appropriate. The pricing submitted is solely for market research purposes. It is requested that estimated pricing be provided for both LAN versions, as well as ?standalone? copies, that shall be utilized on non-networked computers. All CDs shall be returned no later than 6 months after submittal; please list a mailing address and point of contract for return purposes.
