- ?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia has an urgent requirement for 450 belt pouches for the Expeditionary Tactical Communication System. The Expeditionary Tactical Communication System (ETCS) Pouch, part #SK79800, is designed to house the Iridium ETCS phone sleeve, battery and charger assembly, and contain the associated cabling. UTILIZATION. The pouch is intended to be man portable by affixing it to the webbing on USMC flak jackets and load bearing vests. The straps on the back of the pouch are used to weave the pouch onto the flak jackets. Alternately, the pouch may be affixed to gear for man portable use by affixing bungee cords through the eyelets/and or weave straps on the pouch. The pouch is also designed for tactical vehicle use such as in HMMWV?s, LAV variants, and MTVR?s. This is accomplished by inserting turn button fasteners provided on vehicle mounting plates through the eyelets on the pouch. In the vehicles, the pouch i! s mounted to the vehicle with the phone display and keypad easily viewable in an upright position. For man portable carry, the pouch can be carried ?upside down? and flipped open on the hinge to the upright position in order to quickly view the display while remaining affixed to the flak jacket. The two usage positions require that the pouch be designed with water resistant membranes top and bottom that allow water to drain from both ends. A total of 6 drain holes, 3 each top and bottom, are installed inside the water resistant membranes to enable water proof operation upside down or right side up and allow drainage capability. Full width pockets exit both sides for cable egress. Cable routing is provided through slots between the battery/charger and phone pockets, and to the 2 side cable egress pockets. Squeeze release, sew-on plastic buckles are used to reliably fasten the display cover, lid, and pouch. All hinged seams are to be fully opening. The pouch lid, back, ! and display cover need to open fully. Straps for jacket/vest webbing attachment, phone/battery partition and sides are to be internally reinforced stiff plastic sheeting. Glare resistant flexible clear window is utilized for the touch keypad and display. Foam padding is stitched internally inside the pouch, top and bottom, for shock absorption. The pouch must be capable of withstanding continuous use in a desert environment, as typified by current USMC OIF (Operation Iraqi Freedom). The load contained in the pouch is approximately 20 lbs. The pouch needs to be extremely durable to last during man portable and vehicle mounted usage. The pouch needs to be able to withstand shipping in loaded and unloaded conditions. The materials need to be rugged, and able to resist sunlight and extreme heat up to 140? F. The finish and color needs to be in keeping with a desert camo scheme; a current USMC pattern would be preferred. A solid desert sand color is also acceptable. Fl! at black hardware is acceptable. The entire pouch, all surfaces, must be non-reflective. There must be absolutely no shiny metallic finish parts. All metal parts must be coated and permanently non-reflective. Metallic parts should be corrosion resistant and treated to enable use in coastal areas. Detail Government drawings are available upon request. Due to changing operational schedules, delivery shall be required within thirty (30) days of placement of a purchase order. Source selection and award will be made using simplified acquisition procedures (SAP). Reference quotation number N00178-04-Q-3789.
