- THIS AMENDMENT IS ISSUED TO CHANGE REQUIREMENT FROM 8(a), Hub-zone to Unrestricted and THE DUE DATE FOR PROPOSALS: DESC: CONTRACT N62467-04-R-9153, ROAD REPAIR AND BIKE PATH, MARINE CORPS RECRUIT DEPOT, PARRIS ISLAND, S.C. THIS SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The NAICS Code for this Solicitation is 237310: The Size Standard is $28,500,000.00. Highway Street and Bridge Construction. The work includes all incidental related work to provide a complete and usable project for the following: Repairing existing roadways, constructing new bicycle lanes, installing new storm drainage system, and all associated appurtenances. The project includes, but is not limited to the milling, chip sealing and overlay of asphalt pavements, full depth pavement repairs, installation of new asphalt bike lanes and the associated grading, grassing striping, signage and erosion control measures. Also included is the installation of a new storm drainage collection system and modifications to an existing bridge to provide adequate safety rails and approaches and other incidental work. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal provides the Low Price Technically Acceptable to the Government, price and technical factors considered. The Technical Factors to be addressed are: Technical Qualifications, Past Performance, Construction Schedule and Small Business Subcontracting Plans. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue solicitation on or about 13 August 2004. The entire solicitation, including plans and specifications, is available for viewing and downloading at www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. As an alternative to the web site, contractors may purchase copies of a compact disk (CD-ROM), containing the plans and specifications for an approximate fee of $15.00, from the Defense Automated Printing Services (DAPS), 2825 Avenue D, Suite B, and North Charleston, SC 29408-1802.
