Description
PLEASE READ ENTIRE ANNOUNCEMENT FOR CORRECT POINTS OF CONTACT FOR THIS PROJECT. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTE M (NAICS) CODE FOR THIS PROJECT IS 237990. This work consists of Rental of Hopper Dredge with Attendant Plant and Operators for Maintenance Dredging in navigation channels along the Gulf Coast of Mississippi, Alabama, and Northwest Florida. The primary wor k location is intended to be Mobile Harbor, however, work at Pascagoula Harbor, Gulfport Harbor, Pensacola Harbor and Panama City Harbor are also possible. The work will consist of removal and satisfactory disposal of material above -52 feet. Excavated mat erial will be transported and deposited into the Gulf Open Water D/A. Hopper Dredge should have pump discharge of 24 to 33.5 inch diameter with all necessary materials, supplies, labor and transportation. Note: The above general outline of the work does no t in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. Estimated cost of the project is from $1,000,000 to $5,00 0,000. Solicitation documents should be available on or about 16 August 2004. Mr. Gene Curtis is the Contracting Officer for this project. NOTES: 1. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Inte rnet. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractor's responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. The plans and specifications will be issued on the internet only and will be provided free of charge. Plans and specifications will not be provided in a pr inted paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Actual solicitation amendments will be issued either by fax or by posting for download to the aforementi oned web page. 3. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. 4. Critical P ath method (Network Analysis System) is not required. 5. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years. 6.
