Description
The U.S. Army Corps of Engineers, Fort Worth District is seeking to identify potential business sources for The Department of Homeland Security (DHS) for contingency support for the establishment of temporary expansion facilities to augment existing Immigration and Customs Enforcement Detention and Removal Program facilities to support the emergency influx of immigrants into the United States and to support rapid development of new programs. This requires planning for and initiating specific engineer ing, construction and logistics support necessary to establish, operate, and maintain one or more expansion facilities nationwide to include migrant detention support to other U.S. Government organizations in the event of an immigration emergency. This re quirement include, but is not limited to: Secured Temporary Staging Facilities (TSF) for processing 1000 to 5000 with a maximum capacity of 1800 migrants/day; Secured Temporary Detention Centers (TDC) for migrants waiting to be transported to a permanent D HS holding facility for approximately 1000 to 5000 migrants. The TDC is estimated to be in operation six months to two years, and will provide a full range of detainee services that include visitor access, recreation and access to legal research materials and may be configured for family detention and related services; Secured Transfer Points and Collection Relocation Points for the purpose of holding approximately 600 migrants pending their transfer to larger facilities. These facilities should have the c apacity to maintain custody of the migrants, provide food, water and sanitation facilities. In addition to these facilities, there may be a requirement to construct and operate expansion facilities. Interested sources should provide a statement of intere st on a company letterhead, along with a general statement of their capabilities and experience in operation and construction of secured facilities, logistical support in response to emergencies, experience in preparing construction and logistics managemen t plans for pre-mobilization, mobilization, development and construction, site operation and maintenance, and ability to obtain all the resources necessary to construct such facilities to include but not limited to; temporary/pre-manufactured buildings, fe ncing, feeding, water and plumbing, or similar site plans. This requirement does not preclude all interested Firms from submitting information on any/all supplies and services that the Firm may feel beneficial to this requirement and all Interested Firms are encouraged to submit such information. An Industry Day is tentatively scheduled for August 19, 2004 (place and location to be determined) to provide contractor with additional information on this requirement and promote Partnering. A firm date and location for this Industry Day will be provide d via amendment to this sources sought announcement.
