Description
STOL COMMERCIAL AIRLIFT REQUIREMENTS This is a request for information (RFI). Headquarters Air Mobility Command may acquire 30 passenger and/or 6,000 lbs of cargo airlift services for South and Central America. We are conducting market research to determine contractors capable of performing this work and what the estimated cost would be. The information obtained from this market research will help us determine the most suitable approach to procure the airlift services. The air carrier selected must possess a FAR Part 135/121 certificate and operate an aircraft which meets or exceeds the following specifications: Multi-engine, high wing, pressurized, IFR equipped, able to fly Day/Night in all weather conditions, turbine powered, configured with a rear ramp, short take-off and landing (STOL) capable (less than 3,000 ft) on unimproved runways, capable of carrying 30 passengers and/or 6,000 lbs of cargo, and able to fly 400 miles without refueling. The estimated utilization is 75 hours per month and the possible contract length including options is 5 years. This agency has not made a final commitment to procure the stated requirement and this RFI should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the Air Force and will not be returned. All information marked proprietary will be handled accordingly. Responses are requested by 9 Aug 04 and should include a point of contact, phone number, fax number, and e-mail address. Interested parties capable of performing this requirement should list prospective aircraft to be used, fleet composition, type of FAR certificates held, relevant experience, estimated cost of operation, and earliest start date.
