- The US Air Force Air Mobility Battlelab plans to conduct a demonstration of innovative, low cost, commercial/government off-the-shelf (COTS/GOTS) solutions to carry and operate the Iridium phone system on and off mobility aircraft. The Iridium phone system components will consist of a ruggedized Air Force Mission Support System (AFMSS) CF-27 or CF-29 laptop computer, Iridium handset, removable antenna, intercom box, and various cables and connectors. The equipment must be capable of normal operation while inside the case (antenna and power cables must have external access). The carrying case should be ruggedized, smallest possible weight and size to accommodate equipment and water/dust resistant (i.e. no open holes). The entire system and case should weigh less than 25 pounds, with an objective of less than 20 lbs. The supplied components weigh approximately 13 pounds. A power inverter capable of flight certification must be included in the case and be compatible with aircraft 28v DC power and universal AC 110-250 V 50-60Hz, capable of a minimum of 100 watts continuous power with appropriate surge protection, and must be capable of flight certification. Through this BAA, the Air Force is requesting information concerning mature technologies, which meet the requirements previously stated, to be used in a Battlelab concept demonstration. The primary selection criteria for all submissions will be the most practical system available to support the requirements. All offerors are strongly encouraged to submit information supporting this request. Currently, there is only limited Battlelab funding identified for this program, however, if research indicates that the technology is available and transferable to the USAF, funding may be sought for prototype demonstration and recommended to Headquarters, Air Mobility Command. NOTICE TO FOREIGN OFFERORS: Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures and restrictions that could preclude their participation in this announcement. SUBMISSIONS: Product Information may be submitted until COB EST 27 August 2004. White papers should not exceed five pages. Please use the following guidelines when submitting white papers: a) TECHNICAL APPROACH. Please provide a brief technical description of the proposed solution If applicable, pictures are encouraged b) RISKS. Briefly address all potential risks. Does the system rely on the performance of subcontractors? c) COST. What is the estimated cost or cost range of the proposed solution, including prototype, low volume production numbers and high volume production numbers? d) AVAILABILITY. Provide system availability information. Is it available off-the-shelf right now? If not, how soon can it be made available? e) PREVIOUS WORK. Briefly explain any previous work you have done or are doing for military/civilian customers similar to what this BAA addresses (include demonstration information that supported that work). Electronic submittals are strongly encouraged. GENERAL BAA INFORMATION: This notice itself constitutes the BAA as per FAR 6.102(d) (2). There shall be no formal RFP. The Air Force reserves the right to select for award, any, part of, all, or none of the proposals received. The Air Force may or may not purchase any of the technology demonstrated. This BAA is an expression of interest only and does not obligate the Air Force to pay any proposal preparation and prototype costs or to award any contracts, grants, cooperative agreements, or other transactions. Offerors are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. For copyright purposes, offerors are also advised that submitting a proposal implies express permission for Concurrent Technologies Corporation personnel to use the data, pictures, and other information contained in the received proposals for the report back to the client. Every effort will be made to protect the confidentiality of the concept paper and any evaluations. Non-government advisors might be used in the technical evaluation of concept papers and proposals in direct support to AMB; however, AMB will ensure that any non-government advisor executes a Non-Disclosure Agreement prior to participating in an evaluation. The submitter must mark the concept paper with a protective legend IAW FAR 52.215-1(e).
