DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation document will not be issued. The Veterans Affairs Medical Center Sheridan, Wyoming intends to negotiate a firm fixed price contract to provide services under Request for Proposals (RFP) # 666P-04-14 entitled "Utilities Mechanic Services" that is hereby issued for commercial service as a Small Business Set aside procurement and is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, FAR Part 15 Contracting by Negotiation, and Streamlined Solicitation Procedures, as supplemented with additional information included in this notice. This announcement incorporates provisions and clauses in effect through FAR FAC 2001-22 and VAAR 97-10. NAICS Code 238220 applies for this procurement and the small business size standard is $12 million. Contractor's proposals (cost and technical) are herein requested. A response to requirements listed below shall be submitted on contractor's letterhead or formal proposal form and must address all requirements listed in a separate technical proposal. Contractor's price and technical proposal must contain the name; title and signature of person authorized to submit proposals/bids on behalf of the contractor. The contractor will provide the following services in accordance with requirements of the contract: 1. Provide a journeyman for utilities mechanic duties at the Sheridan VA Medical Center, which involves installing, modifying, and repairing new and existing high pressure piping system and equipment such as steam generation, and hydraulic systems, steam generators, flash and expansion tanks, condensate, vacuum, circulating pumps, and radiators. It also involves installing, modifying and repairing new and existing utilities supply and disposal systems, and equipment used in sewage, water, oil and gas distribution systems, all plumbing fixtures and fittings, and fire sprinkler systems. Responsible for maintenance and repair of steam, water, and air conditioning piping systems and other parts and equipment that require welding, and/or oxygen/acetylene cutting equipment and welding on stainless and chrome such as dietetic equipment and hospital beds; shall fabricate and install sheet metal projects such as duct work, dampers and louvers; change, clean and maintain smoke eaters, humidifiers and filters on air handling equipment. Must control, operate, troubleshoot, repair and maintain a wide variety of air conditioning, refrigeration units, heating, ventilating, and air handing equipment. This equipment ranges from small window units to large computer controlled centralized environmental monitoring and control systems, which are responsible for air conditioning, heating, humidification and ventilation of entire patient-occupied buildings. This also includes maintenance and repair of swamp coolers, refrigerators, freezers, icemakers, air compressors, air dryers and exhaust fans. Journeyman for utilities mechanic must be an EPA ? licensed Backflow Tester and must be able to use with equal ability both Tracer Summit control network programming and METASYS (Johnson Controls) network programming as required for existing and future equipment. Includes initial response to all utilities systems including but not limited to elevators, nurse call systems, fire alarms systems, security systems, and medical air systems. Journeyman for utilities mechanic service will be ordered at 40 hours per week, not to exceed 40 hours per week, on call 24 hours per day seven days per week. Contractor will not be required, except in the case of an emergency, to furnish such services on a national holiday or during non-working hours. Contractor shall assume full responsibility for the protection of its personnel furnishing services under this requirement in accordance with personnel policies of the contractor. Personnel under this requirement will not be considered VA employees for any purpose. Payment will be made weekly in arrears upon receipt of properly prepared invoices for services rendered; record keeping for monitoring of time will be handled in the Facilities Management Service Office. An awarded contract would be effective for one year after the effective date and option years if exercised by the Contracting Officer. The contract is subject to the availability of funds for the fiscal year therein, therefore the Contracting Officer must be contacted for services after September 30 (end of each fiscal year) to inquire if the contract is funded and thereby continued. 2. Termination of this contract is addressed in 52.212-4 Contract Terms and Conditions. In accordance with FAR 15.304(e), all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Contract period shall run 12 months from the effective date of the contract with additional periods if options are exercised or the term is extended. Evaluation of option(s) shall not obligate the Government to exercise the option(s). Evaluation of proposals offered will include the following 4 factors: 1) Professional qualifications, 2) availability, 3) past performance, 4) work experience and 5) price. Award may be made with or without discussions with the offeror(s). All responsible Small Business sources that can meet the requirements and provide services as listed above may respond to this solicitation by submitting cost and technical proposals on their company letterhead or bid form.
