Description

PERFORMANCE DECISION- FINAL OUTCOME OF A76 COMPETITIVE SOURCING STUDY (NON-MEO). This notice constitutes the Performance Decision for the Non-MEO A-76 Streamlined study of the ESA OLMS Branch of Disclosure and Examination, coded as T820, T000 and W999 under the OMB Circular A-76, dated 29 May 2003. These services competed consisted of 8 FTE positions located at the Department of Labor?s Office of Labor-Management Standards (OLMS), Employment Standards Administration, located at the Frances Perkins Building, 200 Constitution Avenue, N.W., Washington, D.C. The formal BID OPENING (Step 2) of the Two-Step Sealed Bid process was held today, 30 July 2004. The Decision was it is more cost effective to perform the services by industry (Document Systems Inc.) than the incumbent government ?as-is? workforce by a savings of $1,266,651.00 over five (5) years. The Government Tender as submitted was $3,385,112.00, while Document Systems Inc.?s bid was $1,891,233.00. Through further SLCF and COMPARE adjustments for contract administration costs, and federal taxes came the adjusted total cost of industry was $2,118,461.00 resulting in the savings of $1,266,651.00. A contract will be awarded this date to Document Systems Inc., with an expected start date of 1 October 2004. This decision is hereby considered final by the Contracting Officer, Mr. Robert Knauer at Knauer.Robert@dol.gov.
