- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) intends to negotiate on a noncompetitive basis with deCode Genetics, Inc., Sturlugata 8 IS-101 Reykjavik, Iceland. The anticipated award to deCode will provide information to NHLBI regarding the genetic susceptibility to the vascular disease, restenosis. The information will be obtained from deCode?s proprietary genealogy database and will assist in the determination of molecular and cellular signaling pathways important in the pathogenesis of restenosis as well as an analysis of the gene expression of individuals who received a coronary artery stent. NHLBI currently conducts a study entitled, CarioGene which is an analysis of the genomics, genotyping and proteomics of restenosis. It is envisioned that a linkage analysis to this study would greatly enhance information relative to polymorphisms that may confer susceptibility to restenosis. A computerized genealogy database is essential to the linkage study approach. This allows for the identification of genealogical relationships and pedigrees for a large number of individuals in a defined group of affected. This approach also eliminates the need for asking participants for familial relationships to the affected individuals since this information is already contained in deCode?s database. This database contains 716,000 records on Icelandic individuals. This figure is representative of half the Icelanders that survived into adulthood since the origin of the settlement more than 1,100 years ago. The database is stored as a relational database with a personal identifier for each individual, together with sex, date of birth and death, in addition to the identifiers of the parents. The database also includes the majority of individuals born in Iceland within the last two centuries. For this period approximately 95% for the parental connections are known. The database has proven very accurate. A study using mitochondrial DNA suggests the accuracy for maternal lineages exceeds 99.3%. Based upon the genotypes of the 100,000+ individuals typed for the framework marker set, the rate of false paternity is less than 2%. deCodes? database genealogy cannot be studied in any other population and adds enormous power to the linkage approach utilized under this acquisition. deCode is the largest genotyping facility in the world and is capable of generating 30 million genotypes per month, backed by the densest and most accurate map of genomic markers. deCode has propriety access to the database along with informatics expertise that allows for integrating and analyzing genetic, disease and genealogical data from large population studies. This population data will directly benefit patients in determining who will best respond to stent placement as well as the development of new targets of treatment. The North American Industry Classification (NAICS) Code for this requirement is 541990 and the Size Standard affiliated with this code is $6.0M. As stated above, this notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement within 25 days after publication of this synopsis. The products and services being purchased are commercial as defined in FAR Part 2. It is anticipated that a two (02) year contract will be awarded for this requirement. The total contracted dollar amount is anticipated to be $901,000.00. This action is entered into under the authority of 41 U.S.C. 253?(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1 which states ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The determination by the Government not to compete the proposed contract based on any responses to this notice rests solely with the discretion of the Government.
