Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M10270 and is issued as a request for quotation (RFQ). The government plans to award a commercial item purchase order to the bidder with the most advantageous bid to the government. Therefore, all bidders MUST submit their best price and best delivery capabilities through www.FedBid.com. The Food and Drug Administration requires the following items to be delivered weekly (every Monday morning unless Monday is a holiday, then delivery shall occur on Tuesday of that week): 2500 lbs of dry ice in rice pellet form to be divided among 9 small bins and 1 large bin located at the NIH campus, Building 29A, loading dock, Bethesda, MD and 1110 lbs of dry ice nuggets to be delivered to Nicholson Lane Research Center at 5516 Nicholson Lane, Rockville, MD 20895. This requirement is set-aside for small businesses only under NAICS 424690 with a size standard of 500 employees for Government contracting. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible sources MUST submit a quote/offer to the FDA for M10270 using the online exchange located at www.FedBid.com. Offerors that are not currently registered to use FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID (877-933-3243) or via email at clientservices@fedbid.com. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on August 9, 2004 and end on August 12, 2004 at 2:00:00 PM ET. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. The full text of a FAR clause may be accessed electronically at http://www.arnet.gov/far. The successful offeror will be required to register with the Central Contractor Registry (CCR) prior to receipt of this order. Information can be found at www.ccr.gov. Buyers and Sellers agree to use FedBid.com as an independent Venue for buying and selling goods or services, respectively. It is understood that FedBid ranks all bids by price, regardless of the evaluation criteria used by the buyer. Buyers and Sellers understand that a Buyer always maintains all rights assigned under their contracting authority and/or applicable acquisition regulations, and may select the most advantageous bid for the government?s purpose while considering offline factors such as delivery, past performance, socio-economic classifications, and source rotation.
