Description
The Food and Drug Administration intends to award a non-competitive, sole source purchase order to Westar Display Technologies, Inc. for a Gray-Level Response Time Measurement Kit. The display temporal measurement system needs to be capable of measuring black-to-white and gray-to-gray response times in the range between a few and 200 milliseconds. For measuring gray level response times accurately, a video generator that synchronizes with the luminance-measuring device (LMD) is required. In order to measure fast transitions between gray levels, a fast LMD is needed (photo-multiplier tube or equivalent). The instrument needs to have a serial or USB computer interface. Software for controlling data acquisition, signal processing to reduce noise, and analyzing waveforms to determine response time is also required. The software should be capable of selecting many different experiments (i.e., measuring a few gray level transitions or the full 256 or 8-bit grayscale). The results should be expressed in terms of the GLRT (gray-level response time) according to the VESA Flat Panel Display Measurements Standard (version 2.0, June 1, 2001). This is not a formal request for quotes. However, the evaluation of other offers and any award decision will be made on a best value basis. The FDA intends to make an award immediately after the response date of this notice.
