Description
This is for informational purposes only. The Centers for Disease Control and Prevention intends to issue a sole source purchase order to AcademyHealth, 1801 K Street, NW STE 701L, Washington, DC 20006- The Contractor shall conduct activities related to the joint fellowship program between AcademyHealth and National Center for Health Statistics. These activities shall include; (1) Modifying recruitment materials (including brochures and application packets), (2) Publicizing the program and conducting a broad based national search from AcademyHealth?s membership and network representing the nation?s health services research, policy makers and practitioners, (3) Administering the recruitment process (including contact with all potential applicants, distribution of application packets, handling inquiries about the program, collection of applications, and management of the review process), (4) Working with the fellowship board of advisors to guide the fellows? selection process, (5) Registering up to two NCHS/AcademyHealth Health Policy fellows in the AcademyHealth?s National Policy Conference and Annual Research Meeting, and, (6) Making available to the fellows the Health Policy Orientation Audioconference series archives. The program is administered jointly between the two organizations. Fellows work within NCHS and with AcademyHealth to strengthen their knowledge of current and emerging health policy concerns, and at the same time, encourage the use of NCHS data in responding to health policy questions. In 2000, NCHS and AcademyHealth partnered to develop and implement a joint fellowship program aimed at the health services research community. Its objective was to foster use of NCHS data systems to study issues of concern to health policymakers and the health services researchers. To do so, the two organizations developed a program that would bring two fellows to NCHS each year to conduct research and to participate in health policy training activities with AcademyHealth. This procurement will recruit and select the fourth cohort of fellows for the program. After completion of the recruitment and selection process, it is anticipated that the fourth cohort will begin their appointments sometime between September, 2005 and May, 2006. The procurement will cover the period from Mid August 2004 ? September 30, 2006. Our aim is to begin production of publicity as soon as possible with formal announcement of the program in August 2004. The contractor shall perform only those services described in the scope of work. All materials relating to this contract are the sole property of the government and shall be returned to the government at the completion of work. The contractor shall not release any information related to the work performed or the results obtained without the written permission of the project officer. The program is administered jointly between the two organizations. Fellows work within NCHS and with AcademyHealth to strengthen their knowledge of current and emerging health policy concerns, and at the same time, encourage the use of NCHS data in responding to health policy questions. It is believed that the items and services procured from this vendor meets the minimum needs of the government and no other source for this equipment is known at this time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. All vendors are required to be registered in the Central Contractor Registration (CCR) prior to award of a Federal contract. The preferred method for completing registration is via the World Wide Web at http://www.ccr.gov/. A handbook and other information are available at the site, including information on how to obtain a DUNS number, which is required to begin the registration process. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice is not a request for competitive proposals. The government will consider all proposals received by 8:30 AM, EST, Monday, August 16, 2004. The proposal shall be clearly marked with the RFQ Number 2004-Q-01579. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
