Description
The National Institute of Standards and Technology, Electron Physics Group, has a requirement for a state-of-the-art high performance multi-stage isolation system for an Advanced Scanning Tunneling Microscopy (STM) Metrology System located in the Advanced Measurement Laboratory (AML) at NIST. The isolation system must provide a very high level of vibration isolation as well as a user interface to generate and monitor vibration. The system must consist of a cascade of three stacked isolation systems supporting a combined mass of 120,00 kg. The system shall include: STAGE 1: An active isolation system for an inertial concrete mass in the AML at NIST; STAGE 2: An active isolation system for a granite table and vacuum System; and STAGE 3: A passive isolation system for a cryogenic dewar with supporting platform. The isolation system is for the sensitive measurement requirements that will take place with displacement measurements at the 1 picometer (pm) level and below. At a minimum the cascaded system must deliver 100 dB of vibration isolation at 25 Hz. This equipment is classified as commercial equipment. This solicitation is being issued using Simplified Acquisition Procedures under the authority of FAR Subpart 13.5 Test Program for Certain Commercial Items. The acquisition shall be a cascading small business set-aside. Because this is a cascading small business set-aside, all business sizes are invited to respond. However, if at least two small businesses submit acceptable quotations, then the procurement becomes a small business set-aside, and only the quotations from the small businesses shall be evaluated. All other quotations shall be excluded. In accordance with the Non-Manufacturer Rule, to qualify as a small business under a small business set-aside, the distributor and the manufacturer must be a Small Business under the NAICS code identified above. The competitive Request forQuotation (RFQ), specifications, attachments, RFQ amendments, and all questions and answers related to this acquisition shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-04-Q-0810. The RFQ is anticipated for release to the vendor community on or about August 4, 2004, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
