- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH UNIVERSITY OF SOUTHER DENMARK (USD) FOR THE SOUTHWEST FISHERIES SCIENCE CENTER (SWFSC). PURPOSE OF PROPOSED CONTRACT IS TO STUDY THE FISHING CAPACITY OF HIGHLY MIGRATORY FISHING FLEETS AND PROTECTED SPECIES, INCLUDING IMPLICATIONS OF SEA TURTLE TAKES FOR LIMITED ENTRY IN THE WEST COAST PELAGIC LONGLINE FISHERY. THE NUMBER OF SEA TURTLE TAKES FOR THESE FISHING FLEETS FORMS A KEY FACTOR DETERMINING THE AMOUNT OF FISHING CAPACITY AVAILABLE TO THOSE FLEETS, RATHER THAN THE TRADITIONAL LIMIT IMPOSED BY SUSTAINABLE TARGET YIELDS OF THE INTENDED SPECIES. THE METHODOLOGY FOR THIS APPROACH REQUIRES DEVELOPMENT. THE BASIC APPROACH IS TO APPLY THE JOHANSEN CONCEPT OF PLANT CAPACITY THAT UNDERLINES THE FAO DEFINITION. PROFESSOR VESTERGARD OF USD HAS DEVELOPED THE FIRST AND SECOND GENERATION MODELS TO ESTIMATE INDUSTRY CAPACITY IN FISHING INDUSTRIES. PROFESSOR VESTERGAARD IS THE ONLY PERSON IN THE WORLD THAT POSSESSES CAPABILITIES TO PERFORM SECOND GENERATION MODEL TO ESTIMATE INDUSTRY CAPACITY IN FISHING INDUSTRIES. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
