Request for Information KC-135 Recapitalization Analysis of Alternatives The Office of the Undersecretary of Defense for Acquisition, Technology, and Logistics is announcing a request for information (RFI) to support the KC-135 Recapitalization Analysis of Alternatives (AoA). The purpose of this RFI is to identify and obtain information from all responsible sources and interested parties who have a product or service to meet United States air refueling requirements (in total or in part) as identified below. Responders are solely responsible for all expenses associated with responding to this RFI. This RFI is not to be construed as a formal solicitation. It does not commit the government to reply to information received, or to later publish a solicitation, or to award a contract based on this information. REQUIREMENT: The primary mission of air refueling (AR) is to provide world- wide (Global Air Traffic Management compliant), day/night, adverse weather, probe/drogue and boom AR on the same sortie to fixed-wing, receiver-capable United States, allied, and coalition military aircraft (including unmanned aircraft). Air refueling aircraft (ARA) may be employed to support global attack, air-bridge, deployment, redeployment, homeland defense, theater support to joint, allied, coalition air forces; and specialized national defense missions. Some of these aircraft will be used to support special operations and U.S. nuclear forces. ARA may allow for mixing of secondary missions in a manner not to significantly impact its primary AR mission. Secondary missions for ARA may include cargo and/or passenger transportation, aeromedical evacuation, and Command, Control, Communications and Computers (C4) augmentation. ANALYSIS OF ALTERNATIVES: The purpose of the KC-135 Recapitalization AoA is to determine the most cost-effective way to obtain the desired capability to meet the AR requirement. Alternatives to be considered in the AoA include, but are not limited to: KC-135E to KC-135R conversion, purchase of a Commercial Derivative Aircraft (CDA), purchase of a military derivative aircraft, purchase and modification of used aircraft, development and procurement of a new military tanker (to include unmanned aircraft), and use of commercial sources for continental U.S. AR operations. Interested parties should respond by July 23, 2004. Responses should include information on a corporate point of contact, as well as summary information on the product or service submitted that meets the U.S. AR requirement. Responses shall be limited to one 12-point font page, and will be used to ensure the AoA considers all reasonable alternatives. Information submitted shall contain no proprietary information.
