Description

Solicitation SB1341-04-Q-0714 is amended as follows: (1) The evaluation factor criteria are amended as follows: A firmed-fixed price contract shall be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined to be most advantageous to the Government. The Government will determine best value on the basis of the following factors: Technical Capability of the NMR System, Past Performance, and Price. (1) Technical Capability of the NMR System: Offerors shall include technical information sufficient to determine technical capability of the system and to compare the offered system?s specifications to the preferred specifications delineated herein. (2) Past Performance: Past Performance will be evaluated only for systems that meet most, but not necessarily all, of the preferred technical capabilities delineated in this solicitation. Past Performance will be evaluated to determine the overall quality of the products and service provided by the offeror. (3) Price: Evaluation of price shall be based on the cost of the system, the anticipated costs of owning the instrumentation over its lifetime, including terms of the warranty, user training opportunities, and hardware/software maintenance. (2) Requirement and Specifications, page 4, paragraph 2, is amended to read: "The NMR Spectrometer must be new, state of the art, and must meet most, but not necessarily all, of the preferred specifications delineated below."
