- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to issue a modification to the Basic Ordering Agreement (BOA) with Rockwell Collins (Richardson, TX) for the temporary installation of its HF Messenger system on one Navy E-6B aircraft, and to conduct an operational demonstration for the Navy to evaluate the performance and capabilities of HF Messenger e-mail communications on a sole source basis. This award is based on Code Section 2304 (c)(1), whereby the supplies and services required are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. Unless otherwise stated herein, no additional written information is available, and no formal requests for proposal (RFP) or other solicitation regarding this announcement is currently available. Requests for the same will be disregarded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. GENERAL INFORMATION: Rockwell Collins is the original designer, manufacturer, and integrator of the HF messenger. The proposed procurement will be a Firm Fixed Price Effort whereby the contractor will provide complete technical, installation and testing support to meet the needs of one E-6B aircraft.
