Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This procurement is set-aside for Small Business. The total estimated value of this procurement is between $25,000.00 and $100,000.00. This will be a firm fixed price contract. The North American Industry Classification System (NAICS)code for this procu rement is 541511, business size standard is $21.0M, Standard Industrial Classification (SIC) code is 7371, Federal Supply Class or Service (FSC) code is D307. This is a one-year contract with two one-year options. Contract award will be based on total cost of the three-year period, but the proposal shall breakout the base and option years individually. Imbalanced loading between the base and option year costs will render the proposal unacceptable. Option years will be awarded at the discretion of the government based on availability of funds, continued need for the service, changed requirements, and performance of the contractor. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. All proposals are due no later than August 09, 2004 at 1:00 p.m. Central Standard Time. Contractual questions should be referred to Rosalind Whitfield at (816) 983-3923. Technical questions should be referred to John Holm at (816) 983-3111. The contract will be funded on a FY basis under the continuing contacts clause. This is a one-year contract with two one-year options. Contract award will be based on total cost of the three-year period, but the proposal shall breakout the base and option years individually. The work is for a fully functional portal capability for the Kansas City District. Vendors shall provide a hosted solution fully supported by the vendor to meet the following requirements: Ease of use: Project members should be able to modify site content directly without relying on support from a trained website administrator. Vendors should assume that users' computer skills are limited to Microsoft Office software. Security: Username/password (required) USACE can implement multiple levels of security based on user roles/groups (required) SSL encryption available (optional) Up to 500 users across multiple project portal sites. Each unique user can be a member of many sites. No limit to number of unique project portal sites for the price proposed by the vendor. Minimum required functionality: Login to site required USACE Administrator can create new site at no additional cost. New sites can be created using browser or desktop software without support/assistance from the vendor (required). USACE administrator can manage sites, configure/customize sites, and add/remove users without support/assistance from vendor (required). Document management. Can upload files, search for files based on keywords, check in/check out files for version control, manage files in folders with user access (read/write) settings (required). Discussion forums (required). Dat abases supporting document review, lessons learned, project requirements, contact information. Flexibility to modify databases and/or create new databases (required). Task management (required). Automated email messages to members (required). Project calendar, integration with MS Outlook and handhelds through synchronization or some other process (required). Contact management (required). Supports integration with web-based applications (required).
