Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is combined synopsis/solicitation for Rental Vehicles in support of the Kansas Army National Guard Battle Command Training Center (BCTC), Ft. Leavenworth, Kansas. Rental vehicles are required for the period beginning 18 Aug 04 through 20 Sep 04. The requirement is in two categories of vehicles and will require funding and separate invoices. Proposals must be broken down into the two categories as follows. 1st Army Requirement, 20 Aug 04 through 20 Sep 04: (30-31 day requirement) 120 ea Full Size Cars and 30 ea 12-15 Passenger Vans. The second requirement will be for the Battle Command Training Center from 18 Aug 04 through 20 Sep 04. Need 7 ea 12-15 Passenger Vans (18 Aug 04 ?????? 20 Sep 04); 7 ea Mini Vans (18 Aug 04 ?????? 20 Sep 04); 15 ea 12-15 Passenger Vans (31 Aug 04 ?????? 20 Sep 04); 15 ea Mini Vans (31 Aug 04 ?????? 20 Sep 04); 14 ea 12-15 Passenger Vans (5-20 Sep 04); 14 ea Mini Vans (5-20 Sep 04). Rates shall be based on unlimited mileage used in Kansas/Missouri. The collision damage coverage shall be waived. The government is self-insured and will be responsible for all damage. The vehicles shall be delivered to 8 Sherman Ave, Ft. Leavenworth, KS prior to 8 am on 18 & 20 Aug 04 with a full tank of gas and picked up at the s ame location prior to 10 am on 20 Sep 04. Offers will be considered from companies that are established owner/operators of rental vehicles businesses. Second party offers from brokers will not be accepted. This is a solicitation document and incorporate s provisions in effect through Federal Acquisition Circular 2001-20. NAICS code is 532111. The provision at FAR 52212-3, Offeror Representations and Certifications (1/04) applies to this acquisition. A completed-signed copy of this provision shall be su bmitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (10/03) applies to this acquisition. The clause at FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (1/04 ) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government (7/95), with Alternate I; 52.222-26 (4/02), Equal Opportunity; 52.222-35, Affirmative Action for Dis abled Veterans and Veterans of the Vietnam Era (12/01); 52.222-36 Affirmative Action for Workers with Disabilities (6/98); 252.222-37, Employment Reports on Disabled Veterans (12/01); 52.225-3, Buy American Act-Supplies (1/04). The clause 52.232-33, Man datory Information for Electronic Funds Transfer Payment (10/03) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms & Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (1/04) is applicable to this acquisition. A single award will be made. Evaluation and award will be based on the lowest priced proposal received in response to this solicitation. Award will only be made to a contractor who is an established rental car company. Offers from br oker contractors will not be evaluated for purposes of award. All offers submitting a proposal must be registered in the Central Contractor Registration Database located at www.ccr.gov.
