- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with the Institute of Marine Research to provide digital photographs of fish and cephalopods of the Mid-Atlantic Ridge. The requirement is to support US scientific participation in a research project that seeks to scientifically explore the ecosystems of the Mid-Atlantic Ridge. The work will involve the identification of captured fish and cephalopod fauna and subsequent capture, transmission and release of digital images of encountered species. Norway has taken the lead in the MAR-ECO project through the Institute of Marine Research (IMR). They are conducting the primary field phase of the project with the Norwegian research vessel G.O. SARS in summer of 2004. Scientists from multiple countries will be participating on the G.O. SARS cruise. Digital images of captured fish and cephalopods will be collected from the Mid-Atlantic Ridge on 3 sites: the seamount region north of the Azores, the Gibbs Fracture Zone between Iceland and the Azores, and the Reykjanes Ridge, south of Iceland. Capture methods will involve traps, longlines, trammel nets, midwater and bottom trawls. In addition, underwater camera systems will be employed in an effort to provide significant advancement toward the knowledge of fish and cephalopod diversity on the Mid-Atlantic Ridge. The MAR-ECO project effort will be unique in: a) its use of modern equipment, including a new, state of the art research vessel b) its expertise through participation by specialists from 16 countries c) it's vast coverage of the northern Mid-Atlantic Ridge, which spans from the Azores to Iceland. As a result, there are no other current projects that will be able to contribute the level of knowledge of fish and cephalopod diversity as that proposed by the Institute of Marine Research. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 5, 2004. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
