Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with Simrad, Inc. for a scientific echo sounder to be used for acoustic population estimates. The Simrad EK500 has been the standard scientific echo sounder used by the NEFSC for acoustic population estimates for the past 9 years and is currently the standard scientific echo sounder used by the other NMFS science centers. In order to facilitate continuity of operations and ensure system capability, Simrad's 38-kHz and 120-kHz EK60 echo sounders and transducers are required for the evaluation and testing of the new echo sounder in comparison with the current standard scientific echo sounder (EK500); the ability to share resources among NMFS science centers; laboratory measurements on acoustic backscattering by fish and other marine organisms; in situ acoustic backscattering measurements; and the ability to utilize these echo sounders in alternative platforms such as AUV's or buoys. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 10, 2004. Written requests for additional information may be faxed to (757) 441-3786. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
