- The Department of Commerce, NOAA, Central Administrative Support Center in Kansas City, Missouri has a requirement to acquire a circadian lighting system to be installed at the Weather Forecast Office (WFO) and Storm Prediction Center and (SPC) in Norman, OK. This is a three-phase project. In the first phase, the Contractor is required to conduct a thorough diagnosis of the relevant aspects of the operation at the WFO and SPC to fully understand the shift rotations, overtime and general office coverage practices. hase 2 is system installation and pre-installation training. The Contractor is required to install the system components in the Collaborative Forecast Research Area at the facility. This consists of two computers, one or two monitors, software, and electronic control unit to control individual luminaries. When lights are turned on and the system is capable of being fully utilized, the Contractor will train the staff in optimal techniques for easing adaptation of shift work through regulated exposure to bright light and darkness. The Contractor will also train shift supervisors and managers on using the software. Phase 1 and 2 will start within 30 days after a notice to proceed is issued. The anticipated completion date is Spring 2006. Phase 3 is an option that may be exercised by the Government for the Contractor to provide post installation support, including additional ongoing consultation to employees and modification of light control software during an acclamation period. The Government has the right to exercise the option anytime before the anticipated completion date to be established. The Government plans to issue a request for quote on or about August 5 with an anticipated response date of September 1, 2004. The CASC Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
