Description
The Government announces its requirement for paving and related work at Rooseveltown and Odgensburg, NY. For the U.S. Border Station at Rooseveltown, construction includes a new truck queuing surface (area #1, approximately 9,000 square ft.) and additional repair and resurfacing of the existing northbound traffic lane leading to the Cornwall Bridge (area #2, approximately 13,500 square ft.). Work shall include, but is not limited to, installation and reconstruction of a queuing lane, clean fill, stone riprap, blacktopping, resurfacing, and all other work necessary to install, reconstruct, and resurface the roadway. For the U.S. Port of Entry at Ogdensburg, modify the Lane 1 primary dual-use Radiation Portal Monitor (RPM) assembly such that the master and slave detector panels are closer together. This includes both the upper and lower panels. It also may include modifications to the steel support stands, crossbeam, protective steel bollards and the location of the associated electronics. The contractor shall furnish all necessary labor, materials, equipment, tools and supervision for both projects. The combined magnitude of both construction projects is estimated between $100,000 and $250,000. The work at Ogdensburg is estimated at less than $25,000 and contractors may elect to submit an offer on either or both projects. The Government will evaluate the administrative costs of making separate contract awards and reserves the right to award only one project to a contractor that submits offers on both. All responsible small business sources may submit bids which shall be considered by the agency. The combined solicitation will carry North American Industry Classification System (NAICS) code 237310 and the small business size standard is $28.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The required construction completion date for the work at Rooseveltown is 60 days commencing one day after the notice to proceed. The solicitation may provide for the same or a shorter performance period for the work at Ogdensburg. The tentative solicitation release date is 15 days after posting of this synopsis. The solicitation incorporates documents that are not available electronically through FedBizOpps. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. The solicitation, amendments to the solicitation, specifications and drawings will be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Marilyn Moore at the e-mail or postal mailing addresses shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Contractors also will be required to sign a Document Security Notice. Once the request for the solicitation has been accepted, an e-mail will be sent to the e-mail address provided. The e-mail will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request e-mail notification from FedBizOpps in order to remain apprised of solicitation. No telephonic requests will be honored for this solicitation. See numbered note 1 for small business set aside.
