Description
The General Services Administration (GSA) announces an opportunity for Construction Excellence in Public Building and the intent to issue a Request for Proposal(RFP) for General Construction (GC) Services for ANNEW Underground Parking Garage for the District of Columbia Courts located at the corner of Indiana Avenue and 5th Street, NW, Washington, DC. The site is under the jurisdiction and control of the D.C. Courts and the project must conform to all building permitting and inspection requirements of the District of Columbia, including those of the D.C. Department of Consumer and Regulatory Affairs. The scope of this project is the construction of a reinforced concrete garage structure, which will consist of two underground levels providing approximately 218 parking spaces. The exit stairs, elevator, ventilation shafts, and the entrance guard booth will appear above ground. The gross building area is approximately 92,000 s.f.. Construction of this facility includes earthwork, sheeting and shoring, underground utilities, concrete foundations, reinforced concrete structure, waterproofing, stonework, miscellaneous metals, landscaping, paving, historic preservation of existing site elements, vertical transportation, mechanical, electrical, and security system installation. The contractor must provide all management, supervision, labor, materials, supplies, and equipment and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. Construction is to be performed in accordance with the design specifications, drawings and provisions of the contract. The estimated construction cost range for the project is between $7 to $11 million with a 12 month total period of performance. The solicitation process will utilize source selection procedures in accordance with FAR 15.3. The selection procedure will employ tradeoffs and technical/management factors are significantly more important than price and price related factors. The technical factors and their weight are described hereinafter. 1. EXPERIENCE (35%). (a) The Offeror must demonstrate at a minimum its past organizational experience as a General Construction (GC) Contractor responsible for the construction of at least three (3) underground vehicle garage projects, within the past ten (10) years, each of which is comparable in nature, type, and complexity to the project in this solicitation, and meets all the following characteristics: (i) New construction was for a cast-in-place concrete multi-level parking garage with not less than two levels completely below grade including: site excavation; structural cast-in-place reinforced concrete; sheeting, shoring, bracing, needling, and reinforcing; membrane and bituminous waterproofing; vertical transportation; mechanical; electrical; and finishes; (ii) The garage size was not less than 200 parking spaces; (iii) The site was located in an urban area such that the perimeter wall of the garage structure was within ten (10) feet of, or abutting against, at least one existing continuously occupied building that required underpinning of the existing building's walls, footings, and/or columns with continuous contractor monitoring of building movement; (iv) the footprint of the garage filled the building site such that the structure's perimeter was located within ten (10) feet of, or abutted against, the site boundary/property line on all sides; (v) all or part of the garage was located directly under an outdoor landscaped park or plaza not less than 20,000 square feet in size. 2. KEY PERSONNEL (15%). Key Personnel are the following positions: Contract Executive, Project Manager, General Superintendent, Concrete Superintendent, Project Scheduler, and Quality Control Supervisor. 3. MANAGEMENT PLAN & SCHEDULE (15%). 4. PAST PERFORMANCE (15%). considers the extent of the Offeror's past performance with reference to such aspects as costs, timeliness, and technical success. 5. APPRENTICESHIP PLAN (10%): The Government will evaluate the means by which the Offeror shall promote the growth of skilled craft labor, specifically the Offeror's use of a registered apprenticeship program. (As used herein, the term "registered apprenticeship program" is a program that is registered with the United States Department of Labor or State Apprenticeship Council.) 6. SUBCONTRACTING PLAN (10%): The government contemplates award of a firm fixed price contract. This solicitation is not set-aside for small business, however this procurement is being made under the Small Business Competitiveness Demonstration Program. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, and women-owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small, Small Disadvantaged, and Women Owned Small Business Subcontracting Plan, to reflect this commitment. The FY 2004-2005 GSA goals for subcontracting are as follows: small businesses at least 39% of total subcontracting planned; small disadvantaged businesses at least 12% of small business subcontracting planned; small women-owned businesses at least 5% of small business subcontracting planned; HUB Zone Small Business at least 3% of small business subcontracting planned; Disabled Veteran-Owned Small Business at least 3% of small business subcontracting planned; and Veteran-Owned Small Business at least 4% of small business subcontracting planned. In accordance with GSA policy, the RFP will be issued electronically via FEDBIZOPPS (www.fedbizopps.gov). The RFP will contain a request for the CD of drawings and specifications in the file titled instructions.doc. The RFP will be issued on or about August 18, 2004. Proposals will be due 30 days after issuance of solicitation. A pre-proposal conference will be scheduled after the RFP is released.
