Description
SYNOPSIS AND SOURCES SOUGHT MARKET SURVEY NAVSURFWARCEN Crane Division is requesting MARKET SURVEY information relative to an improved Tactical Aircraft (TACAIR) Type Helmet Mount Assembly for the ITT Night Vision Image Intensifier System (NVIIS), Government type designator AN/AVS-9. The Government has a requirement for design and development of an improved TACAIR Helmet Mount Assembly and delivery of five (5) prototype units for Government testing and evaluation, with an option for production quantities, which may include minor modifications desired by the Government to the prototype unit as negotiated. The improved Helmet Mount Assembly shall improve on the baseline Helmet Mount Assembly that is the ITT Helmet Mount (Part # 264317-3) (includes shield) and/or ITT Helmet Mount Assembly (without shield) (Part # 268495-2). The improved Helmet Mount Assembly shall f orm the interface between the HGU-68 or HGU-85 Gentex Helmet employed by United States Marine Corps and Navy TACAIR aircrew, and the ITT NVIIS Binocular Assembly, AN/AVS-9. The improved Helmet Mount Assembly shall solve the following problems: 1) Provide a power source that resolves the usage of short energy life and expensive batteries; 2) Improved Helmet Mount that eliminates cracking of the helmet mount assembly connection point; 3) Improved Helmet Mount shall not be affected by Electro Magnetic Interference (EMI); and 4) Improved Helmet Mount shall provide for elimination of the forward Center of Gravity (CG) to prevent injury to aircrew during ejection and neck strain during missions. The mount shall provide an accurate and secure attachment to the binocular and helmet. The mount can utilize the current mount plate (shield) or a redesigned mount plate (shield) but must be compatible with the current mount bracket interface on the helmet. The primary purpose of this market survey is to: 1) Solicit sources interested in delivering an improved Helmet Mount Assembly; 2) Allow industry to provide comments and questions on the draft Performance Specification (PS); 3) Establish if the items being procured are considered to be modified commercial items or non-commercial; and 4) Determine what terms and conditions are considered standard to industry. The Government intends to award one contract for the following: CLIN 0001 Redesign and development of an improved TACAIR Helmet Mount Assembly and delivery of 5 prototype units for Government testing and evaluation, IAW PS; and CLIN 0002 Option for production quantities over five years with minimum and maximum quantities to be determined. The Production Baseline (PBL) for optio n for production quantities shall be established following Government testing and evaluation of the prototype units, and may include minor modifications to the prototype agreed to during negotiations as recommended by the government as a result of User Flight Evaluation Testing of Prototypes delivered. Product Samples shall be required to be submitted with the response to Request For Proposal (RFP). These items will be procured utilizing the PS and Statement Of Work (SOW)found at http://www.crane.navy.mil/supply/04r8523/04r8523.htm. Industry written comments and questions are requested to be submitted as part of this Market Survey in the format specified below. The SOW will provide for the procurement, test, program support, repairs, Configuration Management (CM), technical documentation, as well as standard industry warranty. Potential Offerors are invited to submi t written information in response to this notice including the following: 1. A synopsis of total planned system improvements and system technical information 2. Product Literature of current similar Helmet Mount Assemblies 3. Maximum anticipated rate of production per month 4. Production Lead Time for initial delivery expressed in terms of days ARO, and quantity for initial delivery 5. Proposed Delivery Schedule per month expressed in terms of days 120, 150 days ARO, etc. 6. Term of Standard Industry Warranty Available at no additional cost to the Government 7. In-House Supportability / In-House capability for contractor Logistics Support 8. Mean Time Between Failures (MTBF) 9. Your history of providing same/similar helmet mounts with customer references 10. A summary of any relevant testing vendor has completed (i.e. shock, etc.) and what platforms were us ed 11. Comments / questions / clarifications on the draft PS. 12. What equipment would need to be furnished by the Government (summer gloves, AN/AVS-9 Night Vision Image Intensifier System (NVIIS), Gentex Helmet, Helmet Mount Plate (shield), etc. 13. Information regarding the Commerciality of the items to be procured (i.e. if the items are considered by vendor to be modified commercial items or non-commercial) (What customers has similar product been sold to and what was the intended use of the product?) 14. Any other terms and conditions not mentioned standard to the industry 15. Define Commercial Practice for packaging which will be utilized by your company Interested potential sources should respond, in writing, to the above request via e-mail NLT 4:00 p.m. 12 July 2004. Responses should include information to address the requirements listed above as num bered. Responses shall be mailed to Contracting Officer, Naval Surface Warfare Center, Bldg 3291, Code 1165ZD, Attn: Ms. Kelly Anderson, Crane, IN 47522-5000. The Government is not asking for product samples at this time. Product samples shall be required to be provided by solicitation closing date. Any product samples provided to the Government at a later date shall not be returned to the contractor and shall be provided at no cost to the Government. This notice does not constitute a RFP and it is not a commitment by the U.S. Navy to procure subject equipment. The Government is only seeking information and possible sources for future needs, if and when they arise. No solicitation document exi sts at this time. It is anticipated that the formal solicitation document will be issued on or about 26 July 2004 with closing on or about 25August 2004. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED.
