Description
Sources Sought for a Design/Build Hangar Recapitalization Project (P-207), at the Naval Air Facility, El Centro, CA. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Southwest Division, Naval Facilities Engineering Command is seeking U.S. Small Business Administration (SBA) certified 8(a); HUBZone and/or Service Disabled Veteran-Owned Small Business sources with current relevant qualifications, experience, personnel, and capability to perform a design/build construction contract to construct four Type 1 modular aircraft hangars to contain maintenance hangar space, crew space, and administrative space at NAF El Centro, El Centro, CA. Proposed design/build construction to consist of combination corrugated metal and concrete masonry unit exterior, concrete floor/stone pile foundation, mezzanine-high bay, steel frame, structural standing seam metal roof over steel web truss with insulation (12540 m2). Construct a new shaded parking area (2,750 m2). Construct a new shaded equipment storage and wash rack (2,750 m2). Construct a new aircraft parking apron (19,704 m2). The facilities will include an overhead bridge crane, jib cranes, roof vents and ladders, power operated doors, continuous trench drain, power operated draft curtain between OH areas, roll up doors between maintenance and crew areas, electrical, water and waste water distribution systems, heating, ventilation and air conditioning (HVAC), plumbing, telephone, fire alarm, and wet sprinkler fire protection system. Work also includes concrete parking aprons, utility connections, fire protection water storage vault, oil and water separator tanks, repair/replace existing deteriorated sanitary sewer lines including manholes and two new lift stations, repair/upgrade of storm drainage system, demolition of Hangars 2-5 (Buildings 112, 127, 218, and 225), demolition and relocation of displaced functions of the 1942 vintage buildings, 115, 128, 132, 213, 219, 222, 226, 229, 240 and temporary environmental controls. The total area of the hangars and buildings to be demolished is 9,843 M2 (105,949 SF). Sustainable principles will be included into the design, development, and construction of the project in accordance with Executive Order 13123 and other laws and executive orders. Special construction features include seismic construction. Electrical systems include upgrading electrical distribution system, fire alarms, energy saving electronic monitoring and control system (EMCS), and information systems. Mechanical systems include plumbing, fire protection systems, heating ventilation and air conditioning. Supporting facilities work includes site and building utility connections (water, sanitary and storm sewers, electrical, telephone, Local Area Network (LAN), and Cable Television (CATV)). Paving and site improvements include paved parking, sidewalks, roadways access, earthwork, grading and landscaping. Also includes Technical Operating Manuals and Anti-Terrorism/Force Protection features. The North American Industry Classification System (NAICS) Code is 236210 with a Small business Size Standard of $28.5 million. The contract will have a duration of 548 calendar days, with an option of additional work for 365 calendar days. The estimated total contract price for the contract is $27 million dollars, with a possible option of $18 million dollars. The project-funding limit is $45,000,000.00. However, the contractor cannot exceed $27,000,000.00 until given notification by the Contracting Officer that the funds have been approved as part of the FY06 Federal Budget. Interested sources are invited to respond to this sources sought announcement by using the form provided under separate file titled ?Sources Sought Information Form?. Submit a maximum of 5 projects describing the following: 1) Experience: Describe the Government or commercial contracts your firm has completed in the last 5 years showing design/build experience in the construction of government type 1 modular hangars to contain maintenance hangar space, crew space, and administrative space. 2) Desert construction experience is a requirement. Include desert experience in the list of construction experience. For each of the projects submitted for experience, provide the title, location, contract value, type of contract; such as design/build, contract completion date; customer point of contact, including current phone number, and a narrative description of the product/services provided by your firm. Provide information on the firm experience on previous design/build contracts for maintenance hangars with project cost in the $15 - $50 million dollar range; 3) Bonding Capacity: Provide surety?s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity; 4) Identify whether the firm has in-house engineering capacity or uses an Architect-Engineer firm to provide design of maintenance hangars and other related work listed in this announcement. Indicate whether you have an established working relationship with the firm in detail. 5) Identify whether your firm is a SBA certified 8 (a); HUBZone or Service Disabled Veteran-Owned Small Business concern. You must be an approved SBA firm (including Mentor-Prot?g? Joint Venture firms) at time of this sources sought announcement to submit a response. Respondents will not be notified of the results of the evaluation. However, EFDSW-SD will utilize the information for technical and acquisition planning.
