Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The National Park Service is soliciting quotations to supply an All Terrain Tree Trimmer at the Bluffs Maintenance area, milepost 245.5, Blue Ridge Parkway, near Laurel Springs, NC 28644. Please see specifications below. The solicitation number is Q5140040028 and is issued as a Request for Quotations (RFQ). The North American Standard Industrial Classification System (NAICS) code is 333120 and small business size standard is 750 employees. The FAR provisions at 52.212-1 (Instructions to Offerors--Commercial Items) and 52.213-3 (Offeror Representations and Certifications--Commercial Items is applicable to this solicitation. All provisions and clauses can be viewed at www.arnet.gov/far. The FAR clauses at 52.211-06 (Brand name or equal), 52.212-4 (Contract Terms and Conditions--Commercial Items) and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items) including FAR clauses 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.225-15, and 52.232-34 cited in FAR 52.212-5 are applicable to this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. The requirement is for Line Item No. 0001, supply an All Terrain Tree Trimmer. SPECIFICATIONS: Should meet the following specifications: Rough terrain, rubber-tired, articulating vehicle with 75 foot cutting height, designed to trim trees. Shall have telescoping boom, circular saw type cutter head, and 360 degree turntable mounted cab and boom. Unit shall be designed and certified to be safely operable off all quadrants without the use of stabilizers. Minimum 100 HP Diesel Powered Engine. Hydrostatically driven 4-wheel drive, 20X26 all terrain tires, 30 gallons minimum fuel capacity, rear mounted, 20,000 lb. winch, with minimum of 150 foot 5/8 steel cable and cab mounted winch control. Front mounted 8 foot X 2 foot blade, hydraulically controlled. Fully enclosed, electrically insulated cab with Lexan windows offering full field of vision for operator, adjustable seat with safety harness, windshield wiper, sliding window for ventilation and heater and air conditioner. Cab and boom shall have 40 degree lateral tilt and 360 degree rotation. Boom and cutterhead controls shall have joystick controls. The boom shall be telescoping, electrically insulated, non-conducive, high tensile fiberglass or composite construction with limb deflectors and 75 foot cutting height reach. The cutterhead shall be 24 inches diameter, specifically designed circular saw blade with carbide teeth. Shall have safety electric strobe light. Vendor shall provide full operator safety training and provide repair and parts manuals for the machine purchased. Delivery date is negotiable.
