- GovWorks, on behalf of Product Manager Airborne Reconnaissance Low (PM ARL), is seeking sources and information on Commercial-or Government off-the-Shelf (COTS) Non-Developmental Item (NDI) Radar Systems capable of being integrated onto the Army's Airborne Reconnaissance Low (ARL) platform. The system's basic functionality must include Moving Target Indicator (MTI) and Synthetic Aperture (SAR) modes operating as a long (150KM) stand-off, wide area (90deg) coverage sensor. Key attributes include (as a minimum) 1 foot SAR resolution, 90% Pd MTI on 10sqm RCS/10kph at 100KM, 5Km x 5Km SAR coverage (single image). Responses should include (as a minimum): 1. System size, weight, and prime power consumption 2. Operating modes and specified performance (provide a copy of the performance specification) Technical capabilities for each mode. This section will include the test verification status of each mode and who supported by validated the test data (preferably from a US Government entity). Key attributes include (as a minimum) 1 foot SAR resolution, 90% Pd MTI on 10sqm RCS/10kph at 100KM, 5Km x 5Km SAR coverage (single image). 3. Availability and System cost excluding aircraft integration for a new system or lease cost per month/year. 4. System availability in terms of months after contract award for aircraft integration for a new system or Lease options. 5. Current system maintenance support concept. 6. System fully operational on a platform at 160 Kts and 16,000 ft. nominal altitude. 7. Radar parametrics / analysis that support advertised specified system performance. Written responses should be submitted to the PM at the following address NLT 5:00 EST Monday, 30 August, 2004: US Army PM ARL 19844 Blue Ridge Mountain Road Bluemont, VA 20135 Attn: Mary Laing, 540-542-5238. Responses up to SECRET can be accepted. Any data considered proprietary should be plainly marked. Support (SETA) contractors with hardware exclusion agreements in the topic areas who are dedicated to Program Office contracts will have access to the data. Acknowledgment of each responder will be forward to the Contracting Office by the PM office.
