Description
The mission of the Assistant Secretary of Indian Affairs (AS-IA) is to enhance the quality of life and to promote economic opportunity for the American Indians and federally recognized tribes. The mission of the Deputy Assistant Secretary for Information Resources Management ??? Indian Affarirs/Chief Information Officer (CIO) is to provide leadership and technical direction to Indian Affairs (IA) regarding information technology in areas such as acquisition, development, performance standards of IT systems, computer hardware and software, service and support, and technical guidance to IA employees. To accomplish the goals and missions of the AS-IA, the CIO is taking advantage of the most advanced technology possible to create robust information systems that aid Indian Affairs employees to produce quality work and automate processes when applicable. The objective of this development effort is to implement an IT system that will address the issues of imaging and managing documents, records and their disposition, Freedom of Information Act (FOIA) and Privacy Act (PA) requests, controlled correspondence, workflow tracking, and associated tasks and requirements, such as document redacting and report writing. These related processes frequently share data and/or documents, and need to be integrated components of a single system. This system must be a web-based system for users to access through any standard web browser, such as MS Internet Explorer. The CIO intends to implement an IT system that can support these different processes and procedures using a single, relational database management system, and a common repository of document images. This Statement of Work is for the Information Management System (IMS) Development Project. It includes details about the Scope of Work, Deliverables, Quality Assurances, and Work Products. The IMS system must have a user friendly interface, be easy to use, and meet the requirements specified below. Response time to all user functions must be, on average, no greater than 2-3 seconds. Training will be conducted by the contractor and critiqued by the trainees. Trainees should retain 80% of the material. The contractor shall develop and implement an Information Management System (IMS) capable of meeting current, specific needs of the AS-IA. The IMS system will be developed and delivered in phases, with multiple tasks in each phase. In some cases, tasks may be divided into subtasks.
