Description
PLEASE READ ENTIRE ANNOUNCEMENT FOR CORRECT POINTS OF CONTACT FOR THIS PROJECT. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), PERFORMANCE PRICE TRADE OFF (PPTO) SOLICITATION. In general, work will consist of the following: Construct a two-story administrative/training facility (4,703 square meter) and a covered swimming pool. Site work includes asphalt parking lots, concrete cu rb and gutters, parking lot lighting, and associated site improvements. Facility construction will consist of structural steel, masonry face block, and standing seam metal roofs. Interior finishes include tile floors, auditorium seating, dropped ceilings , sheet rock on metal studs and raised floors. Elevator, HVAC, communications, control access and security alarm systems are required. Construct underground primary electrical, water, sewer, communication duct banks, landscaping and exterior lighting. C learing and grubbing of the wooded site is also required. The North American Industry Classification System (NAICS) code for this project is 236220. Estimated cost range of the project is from $5,000,000 to $10,000,000. Solicitation documents should be a vailable on or around 10 Aug 2004. Mr. Ed Slana is the Contracting Officer for this project. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. The purpose of the pre-proposal conference/site visit is to familiarize the bidders with the scope of wor k, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the pre-proposal conference/site visit is strongl y recommended. Minutes of the pre-proposal conference will be prepared by the Government and placed on the Internet at http://www.sam.usace.army.mil/. Offerors should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which ca n affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents.
