Description
On or about 31 August 2004, this office will issue Request for Proposals for construction of the CHILD DEVELOPMENT CENTER, CRWU 04-3007, BUCKLEY AFB, COLORADO. The solicitation will close on or about 13 October 2004. THIS SOLICITATION IS UNRESTRICTED , OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit is scheduled for 23 September 2004 at the proposed Construction Site at 1:30 p.m. (local time). All Contractors must contact the Corps of Engineers Buckley Resident Office no later than 17 September 2004 so that arrangements can be made with the Security Police to allow entry of the Contractors onto the Base. Contractors must provide a fax with the following information to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented 2) Visitor Name 3) Visitor Social Security Number 4 ) Visitor Date of Birth and Place of Birth 5) Visitor Drivers License Number 6) Visitor Proof of Citizenship Provide a phone number on each fax so that information, which may be illegible or requires additional clarification, can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY ONLY A FAX CONTAINING THE INFORMATION IS ACCEPTABLE. The information will be furnished to the Security Police at Buckleys Sixth Avenue Base Gate (This is the north gate of Buckley AFB it is locat ed at 6th Avenue and Aspen Drive). On the day of the Site Visit, Contractors should enter the base at the Sixth Avenue Gate and present photo IDs to the Guards, then proceed to the Pass & ID Building just inside the gate to obtain a Vehicle Pass. A valid d rivers license, current vehicle registration, and proof of insurance will be required for the vehicle pass. Note that the check-in procedure and issuance of a vehicle pass normally takes approximately 60 minutes for the number of people anticipated. Once a vehicle pass is issued, Contractors should proceed to the project site (see Sheet C1.00 of the solicitation for a map) where a Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. The site vi sit will begin promptly at 1:30. Because of Security issues and badge requirements, please plan to arrive early. Access to Buckley AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for p lans and specifications to the site visit personnel listed above. See Ordering below. Project Information: (In Approx. quantities) The work will consist of a 25,600 square foot, one-story new building. The building will function as a new Child Development Center for the Base. The Base Bid includes 10 child care modules, with options for two additional child care modules and one multi-purpose room. In addition, the project will provide office and administrative space for the child care providers, as well as a kitchen for food preparation, lending library, restrooms, storage areas, and building service areas. The building is steel-framed with conventional spread and continuous footings. Floors are slab on grade. Exterior walls are composed of CMU veneer and st ucco wall systems on metal studs. The roofing is standing seam. Mechanical work includes high efficiency condensing boilers, radiant floor heating for specific rooms, double wall modular air handling units, kitchen ventilation and exhaust system, a wet pip e fire sprinkler system, associated pumps, ductwork, piping, etc. Electrical work includes step down transformers, fluorescent lamping, communication backbone, an addressable fire alarm system, pre-wiring of CCTV, CATV, voice/data, and intercom systems. Exterior site work includes site grading, access drives, concrete walks, asphalt parking, playgrounds, playground equipment, site lighting, utilities and landscap ing. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluat ions factors include: Construction Experience; Past Performance, Construction; Qualifications of Construction Personnel/Mechanical & Electrical Sub-Contractors; Project Management Plan, Schedule, and Utilization of Small Business Concerns. Price will be su bjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractors Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonab le and achievable for fiscal year 2004: (a) Small Business: 57.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 10.0% of planned subcontracting dollars*. (c) Women Owned Small Business: 10.0% of planned subcontracting dollars*. (d) S ervice-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The awarded Contractor will be required to commence work within 10 days after noti ce to proceed and complete the work within the time proposed by him, but not to exceed 510 days after receipt of Notice to Proceed. Provisions of the solicitation and resultant contract will include an amount for liquidated damages in case of failure to co mplete the work within the time proposed in the Contractors proposal. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specificatio ns are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
