Description
This solicitation is unrestricted. Estimated cost of construction is $10,000,000.00 to $25,000,000.00. The NAICS Code assigned is 236220 with a Size Standard of $28,500,000.00. Construction completion is 700 calendar days. The project consists of the construction of a general purpose warehouse, 39,592 square meters, specifically comprises of 39,020 SM of warehouse space, 293 SM of administrative annex, 279 SM of utility/mechanical annex, and associated parking for 30 employees. The general purpo se warehouse will sit on 8.66 hectares (21.4 acres). The building is divided into 4 bays. Bay 1 will include storage and Air Line of Communication (ALOC) equipment pits. Bays 2, 3 & 4 will have primarily rack or bulk storage. This procurement will be a dvertised as a Request for Proposal and will be evaluated for Best Value for award of the project. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for HUBZone small bus inesses and 3% for veteran-owned and 3% for service disabled veteran-owned small businesses. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Cer tification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REG ISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. CONTRACTORS MAY VIEW AND/OR DOWNLOAD SOLICITATION INFORMATION FROM THE INTERNET AT HTTP S://EBS.NAB.USACE.ARMY.MIL. ALL CONTRACTORS MUST GO TO THIS WEB SITE TO REGISTER AS A PLAN HOLDER. IN ORDER TO REGISTER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGNED FOR THE SPECIFIC LOCATION BEING REGISTERED AND ALSO BE REGISTERED IN THE CENTRAL CONTRACTOR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATION. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION. In order to reduce the possibility of error and to increase the qualit y of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
