- This solicitation is unrestricted. Estimated cost of construction is $1,000,000.00 to $5,000,000.00. The NAICS Code assigned is 236220 with a Size Standard of $28,500,000.00. Construction completion is 240 calendar days. Work consists of approxi mately 35,000 SF renovation of Building 120 to accommodate the Combined Test Organization (CTO) Node of the Future Combat Systems. The renovation will include HVAC, structural, architectural finishes, and electrical upgrades to support a multi-media, 100- seat theater for presentations to high level DOD officials, an after action center break out room for review of the presentations by smaller groups and a computer center. Accoustical and audio-visual equipment will be part of the project. Exterior renova tions will include the replacement of the first floor windows with AT/FP compliant windows, the provision of an entrance lobby, repairs to masonry work, and the replacement of the roof. This procurement will be advertised as a Request for Proposal and wil l be evaluated for Best Value for award of the project. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a sub contracting plan at the time for receipt of their proposals. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for HUBZone small businesses and 3% for veteran-owned and 3% for service disabled veteran-owned small businesses. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. IN ORDER TO REGISTER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGNED FOR THE SPECIFIC LOCATION BEING REGISTERED AND ALSO BE REGISTERED IN THE CENTRAL CONTRACT OR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATION. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION.
