Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is for Foreign Area Military / Intelligence Analyst to support the Foreign Military Stud ies Office (FMSO) with focus on the Middle East and China. The contractor shall provide support for FMSOs Research Plan by developing studies, reports, and coordinating research and database projects relative to the specific geographic area. The tasks ar e primarily research and analysis related. Tasks include conducting political-military intelligence studies at the National/DoD Joint Level; assisting FMSO with identified products that include open source finished intelligence on force structure, doctrine, tactics, strategy, communications and ot her topics; intelligence estimates and assessments, handbooks, and manuals, reports, topographic support documents, target folders, summaries and briefings and responses to a wide variety of questions; identifying collection gaps, and requirements, evaluat ing collection results, developing analytical tools and approved methodologies used in conducting studies, and review reports; maintaining liaison with personnel in assigned and related fields; participating in interagency conferences and meetings to maint ain currency of knowledge; conducting and producing major analytical research; and cataloging material used in research. All interested contractors will have to address on the their Proposal in response to the Request for Proposal (RFP) all areas of their expertise listed in this requirement. The contractor personnel team shall have expertise as indicated below: MA/MS or Ph D Degree, focus on Political Science, International Relations, History, Foreign Area Studies or similar field; Foreign language ability at a level capable of conducting professional conversations and research using that foreign language material; Experienc e level equivalent to GS-11/12/13+ or Military Major/LTC or higher; US citizenship, capable of acquiring a SECRET clearance; expertise in the specific areas of interest, which will be the focus of this contract, with language ability specific to area ( No rth Asia (Chinese, Korea, or Japanese) and Middle East (Arabic, Farsi or Turkish); Expert knowledge of the region and topic(s) in question, DOD and military services missions and functions, and the ability to apply appropriate research skills and knowledge of tactics and operational art to foreign military histories to the research topic(s); skill in oral and written communications to prepare clear, concise research studies, briefings, and oral presentations; mastery of broad and complex subjects, in order to ensure the adequate and accurate integration of approved threat data into all supported; expert knowledge of the principles, concepts, and methodologies of broad and complex geographical and functional areas or disciplines to produce, coordinate and dis seminate finished intelligence products in those areas, and the ability to apply appropriate research skills and knowledge of tactics and operational art to foreign military histories to the research topic(s); comprehensive and detailed knowledge and under standing of the intelligence community, the mission and functions of customer activities to satisfy diverse intelligence requirements, and ability to define critical intelligence issues and to extrapolate and assess future analytical shortfalls. This is a new requirement. The complete requirements will be provided to qualified respondents, in a Statement of Work (SOW) issued with the Request for Proposal. The Federal Supply Classification (FSC) code for this project is B599, NAICS code is 541618 , and SIC code is 9711. The contractor shall provide management and daily oversight of their Military / Intelligence Analyst personnel in support of FMSOs research analyst onsite requirement. All responses to this sources sought notice will be cons idered and must include proof of the contractors ability to provide the required support to FMSO including performance information and references on the contractors abilities. The response should also provide GSA schedule information, contract labor categ ories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 4 AUG 04. All appropriately supported responses will be provided the RFP and SOW for preparation and submission of a proposal.
