UPDATE******UPDATE*****UPDATE The solicitation, drawings, specifications, wage determination, and Addendum No. 1 have been uploaded to PIXs 7/16/2004. UPDATE*****UPDATE*****UPDATE The response date has been updated from 7/15/2004 to 8/16/2004. UPDATE*****UDATE******UPDATE The work consists of the ability to furnish all materials and perform all labor required to provide power supply for Compression Aero Research Laboratory (CARL) in facilities 20018E and 08185. Project scope is to construct underground cable ducts and provide new medium voltage cables to connect the CARL test apparatus being relocated in Facility 20018E to the base power system at substation C. This work is supporting lab equipment installation. It is recommended that only a qualified electrical contractor with experience in this specific type of work perform this task. The project includes associated architectural, civil, structural, mechanical, plumbing, electrical and miscellaneous work. Special requirements/concerns: This project involves installing new concrete encased duct banks in existing streets, and installing a new 15kV circuit from Substation C to Building 20018E. It is important that the work be completed within the performance period without interruption, and that no unscheduled power outages occur. Traditionally, most medium voltage work has been done by utilities. It is vastly different from performing low voltage (120 or 480V) commercial work. The safety rules and the codes involved are completely different for medium voltage systems versus low voltage systems. Faults on medium voltage systems are much more destructive physically, and much more likely to result in death in case of accidental contact, therefore the different rules. Safety is the primary concern, and this work requires a very specialized contractor with the proper experience. The estimated price range is between 250,000 to 500,000. Period of performance is 240 calendar days. NAICS CODE: 238210. The size standard $12M. This is a restricted procurement in accordance with the HUB Zone Act of 1997 (13 CFR 126), 15 U.S.C. 631 note. A hard copy of the solicitation will be available for review at Dayton Builders Exchange, Minority Contractors Business Assistance Program and F. W. Dodge Division. 6. A registration page will be attached to the web-site. You are not required to register. However,when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation.
