Description
REQUEST FOR INFORMATION (RFI), ON-LINE INFORMATION DATABASE RETRIEVAL SERVICES. The Federal Bureau of Investigation (FBI) requests information from vendors and other interested parties concerning on-line information database retrieval services for public source, legal, and news media information for various FBI offices throughout the United States. The FBI's preference is for a single firm, but, will consider all firms with capabilities to perform any of the following three (3) types of services or any combination thereof. Therefore, the Government reserves the right to make multiple awards. Information will be evaluated on: 1. Access to public record data (commonly referred to as public source information) such as addresses, property records, business/corporate records, licenses, and vehicle records, etc. that are routinely gathered and maintained by federal, state, and local governments and corporate entities; 2. Access to electronic legal information of all types, such as federal statutes and regulations, state statutes, federal and state case law, periodicals on various legal topics, etc., that are routinely used by FBI attorneys, paralegals and other employees to protect the FBI's legal interests; and 3. Access to electronic news media information that spans a multi-year time period. The FBI's information requirements include access to major publications, both domestic and international, with articles in their entirety whenever possible (as opposed to abstracts). Access is also required to archived wire services, television news transcripts, Congressional transcripts, Government publications and newsletters. This is a Request for Information (RFI) only and does not constitute a Request for Proposal, a Request for Quotation and further this notice is not to be construed as an express and/or implied agreement for the Government to enter into a contract either now or in the future. The primary objective of this RFI is to gather information that increases the efficiency of possible future procurement actions by improving the FBI's knowledge of available on-line information database retrieval services. The Government will not pay for the information submitted in response to this RFI. The information provided may be used to assist the Government in formulating and refining its approach for addressing its needs and may influence future procurement strategy and/or actions. The Government may use the submissions provided in response to this RFI for whatever purpose(s) it so chooses and may include but is not limited to: (1) establishing the marketplace for on-line information database retrieval services, (2) limiting competition for future procurement actions, (3) sharing information with other Government agencies, and (4) comparing information submitted as the baseline against which on-line information database retrieval service performance is compared as part of a possible future on-line information database retrieval services test and evaluation study. Lack of response to this RFI in whole and/or in part may be interpreted as a lack of market interest and/or capability to provide on-line information database retrieval services. Lack of submission of fully responsive, detailed information for every numbered/lettered item above may be interpreted as evidence that the on-line information database retrieval service has no performance capability with regard to that numbered/lettered item. The Government does not intend to respond to submissions except as may be determined necessary and appropriate by the FBI in order to clarify information submitted and/or to otherwise seek answers to questions which may arise upon review of the submitted information. All submissions will become the property of the U.S. Government and will not be returned. The FBI reserves the right to share submitted information in whole and/or part with any party(ies)-expect for any proprietary or confidential information submitted. Any proprietary or confidential information submitted should be clearly annotated as such. Do not submit samples; the FBI will not guarantee the return of any samples provided. Responses to this request for information shall be formatted to correspond to each of the numbered/lettered items listed above. Written responses shall be provided by specifically addressing each numbered/lettered item listed above in sequential order. Responses to this request for information may be supplemented by the submission of product brochures, technical specifications, performance specifications, independent assessments/evaluations, trade journal articles, diagrams, photographs, video, etc. in order to provide the FBI with a better understanding of the on-line information database retrieval services. If a vendor submits information for more than one on-line retrieval service, that vendor shall need to make separate and distinct submissions for each type of service. Information should be submitted to Ms. Denise E. Dunn, FBI, Rm. 6833, 935 Pennsylvania Avenue, N. W., Washington, DC 20535. Packages should be clearly marked as "On-line information database retrieval services Request for Information" and be presented in such a manner so as to ensure that the submitted materials remain together securely to avoid separation of information during reviews. Submissions should include a contact person, telephone number and mailing address for the submitter. Submissions should include three (3) copies of all information submitted. FBI requests that information be submitted within 30 days of the posted date of this Request for Information.
