Description
The Agency for Healthcare Research and Quality, (AHRQ), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 3 month sole source contract using simplified acquisition procedures, to the National Institute for Health Care Management, Research and Educational Foundation. The anticipated date August 16, 2004. The purpose of this contract is to convene a roundtable meeting to further define specific barriers and explore opportunities to improve the quality, safety, efficiency and effectiveness of the US health systems via adoption of IT as well as to integrate ongoing work done by AHRQ and other HHS entities. The Contractor shall be responsible for but not limited to the following tasks: Convene a steering committee consisting of representatives of multiple stakeholders from government, the private sector, academia, and the research and public health communities. The purpose of convening the additional meeting: To bring private sector health leaders and administrators together with government officials to develop strategies to speed the appropriate diffusion and adoption of HIT and EHR technology To assist AHRQ, other federal agencies and health care foundations in defining a research agenda that examines the value of HIT and EHRs in the delivery of health care and its potential to constrain rising health care costs To help define and clarify the government?s optimal role in accelerating the appropriate diffusion of HIT and EHRs To help define a research agenda to examine how EHRs are understood, perceived and used by consumers, with a particular focus on privacy issues To help define an applied research agenda that would track and evaluate the diffusion and impact of health care HIT and EHRs in the private sector and in government programs. To strengthen the links between HIT, quality improvement, patient safety and access to care. A final overall report will be prepared of adequate scope to capture the recommendations and priority judgments of the sessions. The initial draft (not longer than 15 pages) will be ready for AHRQ review 45 days after the last session. The Contractor shall: 1. Deliver 3 copies of each to the Government Project Officer: final report Due Date - November 30, 2004 The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
