- Description
- The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to the Children?s Hospital of Philadelphia, Philadelphia, PA. The purchase order is for a survey of drivers of vehicles with occupants ages 8-15 involved in a motor vehicle crash. The survey will collect data from the parents/adult drivers regarding the type of restraint and whether the restraint was correctly used by the children in the accident. Crash investigation data on the persons to be surveyed under this procurement currently exists and is owned by the hospital, having been developed and identified by the hospital in cooperation with the State Farm Insurance Company. The hospital?s data is part of the Partners for Child Safety Project, which is a child-specific crash surveillance system that links insurance claims data with telephone interviews and crash investigations. This is the only database that has crash site data and personal identifier data which will allow the Children?s Hospital of Philadelphia to effectively conduct the interviews with the drivers. The authority for this sole source procurement is FAR part 6.302-1, in that the Children?s Hospital of Philadelphia is the only known source for this survey. This notice is not a request for competitive proposals and no solicitation is available. Firms that believe they can gather, develop and report the information required under the proposed procurement are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
