- Description
- The USDA Forest Service will contract dadastral and landline maintenance services on an Indefinite Delivery-Indefinite Quantity basis for the National Forests in Mississippi. The cadastral survey work includes locating Forest Service boundary lines, setting corner points and accessories as needed, and to maintain previously established corner points, corner monumentaion, and marked boundary lines to the standards and specifications pertaining to each project. The landline maintenance includes maintenance of previously established corner points, corner accessories, corner monumentation, and marked boundary lines of the Forest Service. Present condition of these previously established corner points, corner accessories, corner monumentation, and marked boundary lines may vary in condition and state of deterioration. The Forest Service is soliciting the submission of the Standard Form 330 (Architech/Engineer Qualifications). Information from the SF-330 will be evaluated according to Selection Criteria that emphasize ability and experience in conducting dependent surveys, section subdivisions, and property boundary surveys in rural areas according to the proper laws, regulations, and standards. To be considered for this work, a firm must have in its employ a Mississippi Registered Land Surveyor and said surveyor is to be in responsible charge of all work awarded to said firm. The Selection Criteria for the Cadastral services and Landline Maintenance are: (A) Professional qualifications necessary for the satisfactory performance of the required services; (B) Specialized experience and technical competence in dependent resurveys in rural areas; (C) Location in the general geographic area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms; (D) Capacity to accomplish work within the required time; (E) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, compliance with performance schedules and customer satisfaction. The National Forests in Mississippi hasd been divided geographically into six (6) Areas. These Areas are: Holly Springs NF, Tombigbee NF, Bienville NF, DeSoto NF, Homochitto NF, and the Delta NF. Based upon the established criteria, an evaluation process will rate the candidate firms to determine the most highly qualified firm for each of the six Areas. Prospective offerors should indicate in their transmittal letter and on the SF-330 at Item H the Area(s) for which they wish to be considered. Firms are encouraged to apply to all Areas. Interested firms should request, via FAX, a detailed copy of the Selection Criteria from the Contracting Officer BEFORE submitting the SF-330 to ensure each of the criteria are fully addressed in the submissions. The solicitation is open to both large and small business concerns, but individual projects valued at less than $50,000 shall only be negotiated with Emerging Small Business Concerns (whose average annual gross receipts for preceding three fiscal years do not excee $2.0 million). This is in accordance with Public Law 100-656 establishing the Emerging Small Business Development Program. Business size representations and certifications will be obtained prior to individual negotiations. The SF-330 is due by close of business on August 23, 2004 (4:30 PM local time) and should be submitted to Julia Cain, 100 W. Capitol St., Ste. 1141, Jackson, MS 39269. Faxed submissions are not acceptable.
