- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Clean Air Markets Division (CAMD) Economic Analysis Branch (EAB) intends to award a sole source fixed-price contract with a one-year base period and four one-year option periods using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Dale Jorgenson Associates (DJA) of Cambridge, MA. Under this Purchase Order, DJA shall provide economy-wide and macroeconomic analyses of policies which address issues relating to the reduction of greenhouse gas (GHG) intensity using the Intertemporal General Equilibrium Model (IGEM). DJA shall provide modeling to demonstrate the response of the economy to emissions mitigation policy, both domestically and internationally, including energy sector carbon dioxide, methane, nitrous oxide and terrestrial sequestration. It has been determined that DJA is uniquely qualified to satisfy the Government's requirement due to the fact that it is the only known source capable of supplying a large, completely econometrically-based equilibrium model which can be used to explore the relationship between GHG mitigation and air pollutants while representing various sectors of the economy in detail. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
